POSITION SUMMARY / DESCRIPTION

The Critical Infrastructure Protection (CIP) Analyst is responsible for supporting the Department of the Navy (DON) CIP Program. The DON CIP Program plays an integral role in supporting Mission Assurance (MA) and complements other DON Program efforts that also contribute to MA through Risk Management (RM), such as Antiterrorism (AT), Information Assurance (IA), Operations Security (OPSEC), Continuity of Operations (COOP), Cybersecurity, Force Health Protection, Chemical, Biological, Radiological, and Nuclear Consequence Management (CBRN CM), and Emergency Management.

The CIP Analyst is responsible for supporting the Command and personnel with onsite client support. The analyst provides technical and operational coordination and support to a military headquarters and supports Joint Service tasks as required. This person is responsible for planning, organizing, and coordinating CIP and MA Program requirements for USFF. The CIP Analyst assists in conducting reviews of military headquarters plans, policies, and directives, ensuring compliance with DoD policies and directives. Support will also consist of developing briefings, program documents, reports, instructions, and information papers on CIP and MA that assist the region(s) in meeting Navy requirements.

ESSENTIAL FUNCTIONS

    • Serve as a subject matter expert (SME) supporting the development of USFF CIP and MA policy and guidance.
    • Act as primary liaison between USFF and OPNAV N4I for all CIP and MA related issues.
    • Support the identification, prioritization, assessment, and validation of Tier 1 through 3 Task Critical Assets (TCAs) that support USFF mission essential tasks (METs) for Operation Plans (OPLANs) and Concept of Operation Plans (CONPLANs) through the Critical Asset Identification Process (CAIP).
    • Support the development of risk decision plans (RDPs) for Tier 1 and 2 TCAs and associated infrastructure as requested.
    • Facilitate the completion of MAA corrective action plans (CAPs) that address findings detailed in MAA reports as requested.
    • Identify, validate, and track assets as part of the USFF CAIP and support the development of the USFF CAIP Instruction.
    • Support the Navy CAIP through coordinating with USFF subordinate commands and developing the USFF response to OPNAV N4I.
    • Provide support, as necessary, to all phases of the Chief of Naval Operations Mission Assurance Assessments (CNO-MAA), including providing research and on-site travel support for mission analysis, emergency management, and ant-terrorism/risk management. Serve as Phase 1 or 2 Team Lead as requested. 
    • Provide MAA 101 training to new RMC employees and provide new mission analysts with functional training and mentoring.
    • Support USFF in the preparation of graphical, oral, written reports, briefs, and products in support of the CIP and MA Programs.
    • Review critical asset data in the Strategic Mission Assurance Data System (SMADS) for validity and assist with the validation and editing process.
    • Review readiness reporting in the Defense Readiness Reporting System Strategic (DRRS-S) and assist with the development of mission chains.
    • Serve as advisor to clients on all CIP and MA matters and provide research and analysis using DoD Mission Assurance and Navy CIP policy and guidance, as directed by USFF or OPNAV N4I.
    • Assist in educating/informing USFF client and leadership on the value of the MAA and significant risks and vulnerabilities to USFF critical assets and missions.
    • Ensure that relevant, timely, and actionable TCA information is available to USNORTHCOM, USSTRATCOM, Office of the Chief of Naval Operations (OPNAV), USFF, subordinate commands and units, CIP stakeholders, and asset owners.
    • Support CNO MAA assessments on-site on behalf of USFF and OPNAV to perform mission decomposition as a mission analyst, CIP Analyst, or emergency management/antiterrorism/risk management assessor as requested.
    • Develop briefs and information papers for internal and external use on CIP and MA topics.
    • Participate in USNORTHCOM & USSTRATCOM exercises and war games and provide input on potential impacts to TCAs and associated missions.
    • Participate in conferences, working groups, meetings, and other events related to MA, as required.
    • Support the development of the OPNAV War Room by providing pertinent information about the fleet, USNORTHCOM, and USSTRATCOM priorities.

POSITION QUALIFICATIONS

Competencies:

  • 10 yrs. exp. with DoD 
  • Knowledge of the DoD planning process
  • Joint / DoD exercise experience
  • Strong writing and communication skills

Required Education:

  • BA Degree, Preferred MA

Required Experience:

  • Minimum amount of experience for this position is 2-4 years.

Computer Skills:

  • Word, PowerPoint, Excel, Teams, and SharePoint (General Office Tools and Functionality)

Additional Requirements

  • Security Clearance: Obtaining a DoD Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for the clearance level required for the job.
  • Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
  • Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 25% of the time.
  • Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
  • Possess strong problem-solving skills and strong writing skills
  • Experience with the US Department of Defense (DoD)
