Riggins is Hiring an Operations Leader Near Hampton, VA

Overview:

Riggins Company located in Hampton, VA, is looking for an Operations Leader to join our growing and exciting company. We are a custom steel fabricator specializing in the design and fabrication of large structural fixtures in support of the US Navy here locally and thru out the US. In addition, we are a custom to the core company that also builds and designs heat exchangers, pressure vessels, tanks and piping systems.

Our customers are Commerical, Shipyard, Government as well as in the Petrochemical Industry. Riggins Company is "Custom to the Core".

This position organizationally reports directly to the COO.

Minimum 5 years combined experience in structural fabrication, project mgmt. in manufacturing environment, manufacturing quality assurance, and/or new process development. Experience in structural drawing interpretation is preferred plus 4 years demonstrated experience in leading people. A candidate must demonstrate a command presence as well as empathy while driving execution.

The Operations Manager directly oversees all aspects of Production Readiness in the areas of material receipt inspection, material storage and traceability, facilities, tools (storage & maint), equipment, vehicles, plant protection, final product shipout, yard cleanliness & organization, hazmat storage and regulatory compliance (OSHA, DEQ). This position directly supervises staff to accomplish the day-to-day operational readiness functions through delegation and follow up with team members.

1. Foster and maintain a culture of Weekly safety refresher briefings must be conducted with staff to maintain awareness on slips, trips, falls, burns, pinch points and rigging. Zero injuries is the expectation.

2. Enforce cleaning of workspaces owned by the Operations Mgr at the end of each shift (blast, paint, S&R, Maintenance Quonset, Tool Room, Consumable Room). 5S is a core requirement to keep workspaces clean, swept, free of debris including water bottles. Maintain a culture of clean which further reduces safety risk.

3. Stay aligned with the Manufacturing Mgr to understand demand on tools/equipment/major moves, and preservation. Participating in meetings to stay aligned is required; meeting such as RSS daily, Production L10, and Labor Report. Attendance at the Monday 0900 zoom huddle is also required.

4. Have an obsession for 100% accurate, on-time delivery; operational readiness in support of production is critical to achieving schedule milestones.

5. Establish, maintain and execute a preventative maintenance program for each piece of major tooling, equipment, and vehicles. Serve as the lead for any scrapping of equipment and new purchases.

6. Work with Finance and Accounting to establish an annual Capital Expenditure & Overhead L&M budget. Maintain all buildings and grounds; using overhead and capital as required. Coordinate with Accounting to establish a budget performance metric for monthly updates (Accounting to produce the report). The Ops Mgr is accountable for all overhead L&M expenditures that support facility, tooling, and equipment and must operate within annual affordability.

7. Maintain a secured Riggins property perimeter through proper fencing, gates, locks, monitoring and controlled access.

8. Maintain the ‘yard’ in an organized manner. The Manufacturing Mgr owns the shop space. The Ops Mgr owns all areas of storage inside and outside.

9. Establish and maintain a world class Shipping & Receiving process. This includes, but not limited to, organization, storage, inventory control, markings, and compliance for controlled material storage. The S&R process starts with material drop off and ends with final shipout. Successful shipment with all required submittals is the responsibility of the S&R lead to validate at the final shipout inspection (QC will have independent inspection to validate). Alignment with Manufacturing on shipout schedules is necessary for success.

10. Execute all major unit movement within the Riggins facility (as well as shipout). This effectively becomes a Lifting & Handling (Rigging) responsibility when units move outside. Alignment with Manf Mgr and the applicable Project Mgr for major unit movement out of the fabrication facility is necessary for success.

11. Establish and maintain a world class tool room including accurate electronic inventory for tools & handheld equipment. Cleanliness and organization is non-negotiable. This inventory will be used for reference when making purchases for new tooling and the preventative maintenance program.

12. Monitor and maintain consumable inventory to support current and upcoming Manufacturing needs. Send all purchases to the Purchasing Lead. This includes gases, blast media, and service vendor SV’s.

13. Establish and maintain site compliance with Dept of Environmental Quality (DEQ) requirements.

14. Establish and maintain site compliance with OSHA requirements. Note: Safety of Production workers under the Manf Mgr AOR does not fall under this position.

15. Facilitate and demonstrate a culture of Continuous Improvement by seeking more effective processes.

16. Serve as the process owner for all preservation operations (blast & paint). The Ops Mgr takes over the unit at the point of fabrication completion. The Ops Mgr owns the unit from Fab completion to shipout and Customer receipt (shared ownership with the PM).

17. Assign tasking and execute schedule within assigned contract labor man-hour budgets; direct and indirect (overhead).

18. Monitor and track team member attendance. Develop performance improvement plans with repeat offenders and document through HR Leader.

19. Perform semi-annual employee performance reviews with each department team member and file reports with HR.

20. Create and maintain a culture of productivity. Loafing and loitering are permitted during morning breaks and lunch. Workers should be productive all other times of the day.
