Rhode Island Department of HealthData AnalystLocation: RemoteSummaryThis position serves a crucial role in maintenance of the State's public water system database, the Safe Drinking Water Information System, which is required to fulfill the Center for Drinking Water Quality's federal mandates and statutory objectives in the State of Rhode Island.
If data is not maintained, potential issues with water quality (including water contamination events) may not be identified, corrected, and/or reported to the public in a timely manner.
This position will work under the supervision of a superior from whom instructions are received concerning policies and objectives. Work reports are subject to review for adequacy and
determination of remedial action necessary. Training on software platforms/webpage interface will be provided.
Responsibilities
  • Administrator for laboratory sample submission software, Compliance Monitoring Data Portal (CMDP).
  • Quality control and assurance of daily laboratory sample submissions and sample reports.
  • Ongoing report production/uploads of sample submissions from laboratories for review by office rule manager(s).
  • Updating/adding/deleting public water system information and amending/adding data queries as necessary.
  • Work with external laboratories personnel to train or assist with questions/issues with the Compliance Monitoring Data Portal.
  • Correction of deficiencies, discrepancies, or missing data from daily lab sample reports.
  • Acquire data from primary or secondary sources and maintain data sources i.e., SDWIS, MLO, LIMS (Element).
  • Responsible for data cleaning, maintenance, and preservation of data quality in Safe Drinking Water Information System (SDWIS).
  • Report/Query development for staff, water systems, and members of the public upon request extraction of data, data storage and data manipulation in certain instances.
  • Monitoring data quality assurance and quality control plans in place including assurance of daily laboratory sample submissions and sample reports.
  • Filter and clean data to correct and locate problems data analysis.
  • May need to link databases/datasets if necessary/relink data sources.
  • Participate in the ongoing decisions concerning data collections, design, and data analysis.
  • Assist with improvement plans development opportunities.
  • Reviews work of data entry staff for completion and accuracy.
  • To do related work as required.
Knowledge, Skill, And Abilities
  • A working knowledge of software platforms such as Microsoft Access
  • A familiarity with state public health laws, rules, and regulations
  • Ability to establish and maintain effective working relationships with associates, superiors, and the public and other related capacities and abilities.
  • Knowledge of database models, design, and data mining.
  • Familiarity with programming (XML).
  • Ability to collect, organize, analyze, and provide information with attention to detail and accuracy.
  • Ability to conduct queries and present findings.
Education And Experience
  • Advanced knowledge and practical experience with data mining and data application for use with various electronic databases.
  • Technical skills relating to database management and troubleshooting.
  • Thorough knowledge of complex computer-based programs and systems.
  • Bachelor's degree in mathematics, Economics, Computer Science, Information Management, Statistics, or a closely related field with similar technical and computational emphasis
  • Experience gained through employment in a professional capacity as a data analyst or in a technical capacity involving computational emphasis or data analysis.
  • Or any combination of education and experience that shall be substantially equivalent to the above education and experience.
