JOB SUMMARY:

The Prevention of Sexual Abuse (PSA) Compliance Manager will directly oversee compliance efforts program-wide for a 24-hour unaccompanied children’s shelter (serving ages 0-17). In this role, the PSA Compliance Manager must ensure that services meet relevant state, Office of Refugee Resettlement (ORR) and agency standards. Will directly support all department supervisory staff to ensure that direct service team have the resources needed to always provide quality child-friendly care. The PSA Compliance

Manager must ensure that shelter services comply with the Michigan Department of Health and Human Services (MDHHS) licensing rules and ORR policies. Must strictly enforce and adhere to ORR’s Zero Tolerance Policy regarding abuse and neglect and all relevant ORR policies and procedures always ensuring the safety of the children and youth.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Conduct activities to ensure compliance with ORR Interim Final Rule (IFR) and related policies and procedures.
  • Maintains regular communication with compliance staff and reports findings for any program deficiencies to Chief Administrative Officer, MDHHS licensing representative and ORR representatives as needed.
  • Receives and investigates PSA grievances and conducts quality assurance checks program wide.

*Maintains regular communication with ORR, MDHHS, Chief Administrator, and HR as needed.

  • Serves as a point of contact with ORR’s PSA Coordinator.
  • Required to be on-call on a rotating basis and work a flexible work schedule which includes holidays and weekends.
  • Ensure that video monitoring is conducted for incidents reported.
  • Conduct video monitoring to conduct compliance reviews regarding staffing ratios and

supervision of youth as needed.

  • Review and conduct assigned investigations as needed of any incidents identified as possible sexual abuse or sexual harassment adhering to MDHHS licensing standards and ORR policies.
  • Reviews all Significant Incident Reports (SIRs), and Incident Reports to make recommendations as needed to ensure the safety of children and youth.
  • Assists in reviewing responses to investigations from MDHHS licensing entity and report outcomes to ORR PSA Compliance Coordinator as needed.
  • Maintains documentation of investigations/interviews conducted and submit to Chief

Administrator, Human Resources, ORR PSA Compliance Coordinator and MDHHS licensing as required.

  • Must ensure that youth are provided with ongoing positive messages to support the

organization’s zero tolerance policy. Focusing on providing ongoing information to youth

regarding sexual abuse and sexual harassment messages and information on how and where to seek help.

  • Responsible for assisting in the completion of weekly, monthly, quarterly, and annual reports, as needed.
  • Conducts walk-through of shelter and review program activities to assist in identifying any activities that may be considered high-risk and make recommendations for improvement.
  • Develops professional cooperative relationships with all state licensing representatives, program employees, contractors, volunteers, ORR Project Officer, and Federal Field Staff.
  • Creates and maintain a positive work environment that encourages employee productivity and satisfaction.
  • Ensures that shelter grounds are appropriate and child friendly. Reports any concerns with risk or safety to Chief Administrator.
  • Maintains an active and engaged presence in program activities to develop a positive residential environment for youth.
  • During observations will ensure that the adopted behavioral management plan for children and youth is adhered to.
  • Identifies any areas needing improvement and will immediately report to the Chief Administrator and work collaboratively with all Department Heads and Human Resources as needed.
  • Maintains timely communication with immediate supervisor to report any concerns with services or risks identified to youth.
  • Must review and be familiar with contractual requirements for MDHHS, ORR policies and

company policies.

  • Assists in creating departmental policies and/or procedures to ensure compliance with relevant MDHHS and ORR contracts.
  • Stays up to date on MDHHS and ORR policies and procedures.
  • Attends weekly or as needed Program staff meetings and trainings.
  • Perform other duties as assigned or requested to support the safe care, supervision, and

reunification of youth in care.

STANDARD REQUIREMENTS:

  • Be a brand ambassador and always reflect company values.
  • Must be 21 years of age or older to work directly with youth.
  • Must maintain any licensures/certifications during employment and/or obtain within required timeframes, if approved.
  • Ensure completion of On-the-Job Training requirements.
  • Meets dress code/uniform standards; appearance is neat and clean.
  • Complete any training requirements including Managing Aggressive Behavior/NRCYS and

CPR/First Aid.

  • Maintains dependable attendance and ability to work a flexible schedule.
  • May assist in the safe evacuation of youth if needed.
  • May need to respond to emergency situations to ensure the safety and security of the youth.
  • Wear an ID badge while on company property or job sites.
  • Recognize the signs of abuse, neglect, exploitation, and provocative behavior. Follow reporting requirements for relevant state and federal contract requirements and document adhering to timeframes.
  • Must maintain confidentiality in all program areas including any information regarding youth.
  • Maintain confidentiality of health care records and information in keeping with HIPAA and

Protected Health Information (PHI) requirements.

  • Maintain professional conduct and ensure appropriate respectful interactions during any contact with youth, staff, MDHHS licensing representatives, ORR/Federal Field Staff, and other community members.
  • Follow all company policies and procedures.
  • Adhere to all state and federal laws and regulations.
  • Enforces safety and security standards for students, staff, and visitors.
  • Clear MVR Check.
  • Clear criminal background check. Including a national criminal fingerprint background check.
  • Clear drug testing results.
  • Clear Tuberculosis results.
  • In adherence with federal or state contract requirements (as applicable): Proof of COVID

Vaccinations and other immunizations (i.e., varicella, measles, mumps, tetanus, Tdap, rubella, Flu, Hepatitis A and B.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree in social work, criminal justice, psychology, public administration, or other related field with 3 years’ experience working in a shelter care setting and 2 years of experience in a supervisory position preferred, or
  • Master’s degree in social work, counseling, criminal justice, psychology, public administration, or other related field with 2 years of experience working with youth in a shelter care setting and 1 year of experience successfully leading a team in a supervisory position.
  • Certified Forensic Interviewer is preferred.
  • Proficiency in Microsoft Office.
  • The ability to type and use a tablet/iPad, laptop, or desktop is needed to complete daily tasks.
  • Able to work cooperatively with multiple members of a Team including program staff, state licensing personnel, ORR/Federal Field Staff, and other office personnel.
  • Able to think out of the box and take initiative in problem solving is vital.
  • Well organized and highly motivated.
  • Able to maintain a cooperative, respectful, and positive disposition always.
  • Must be bilingual fluent in English/Spanish

Shift: Day shift, must be flexible with hours
