JOB SUMMARY:
The Clinician is responsible for conducting individual/group counseling sessions, and crisis management with unaccompanied children and youth residing in a 24-hour shelter funded by the Office of Refugee Resettlement (ORR). Individual behavioral sessions will focus on each child’s needs using Evidence-Based Practice (EBP) interventions such as Solution Focused Brief Therapy and Cognitive Behavioral Therapy.
Group sessions will introduce diverse topics in a psycho-educational format. Services will also include completing intake assessments and completing individual service plans meeting required timelines as required by the Michigan Department of Health and Human Services (MDHHS) and ORR. Must strictly enforce and adhere to ORR’s Zero Tolerance Policy regarding abuse and neglect and all relevant ORR policies and procedures always ensuring the safety of the children and youth.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Assess children and youth, establish rapport and document significant incidents observed or self- reported by the child or staff.
  • Completes all required assessments with youth and updates UC Portal and company’s internal software system to include (Risk Assessments, Human Trafficking, Evaluation, Red-Flag Identification, Mental Health Assessments and Screeners, Individual Service Plan (ISP) and updates, Trigger Assessments, and Case Summary Updates.)
  • Assessments and formal mental health status exam must be documented in the UC Portal within 48-hours of completion or sooner.
  • Crisis intervention and de-escalation and aiding children and youth in self-regulation will be conducted as needed.
  • Completes Individual Service Plans and treatment plans for children and youth and updates as required per policy and contractual agreement based on MDHHS and ORR requirements.
  • Completes other specialized assessment tools based on the child’s/youth’s individualized needs such as the Columbia Suicide Severity Rating Scale, Beck Depression Inventory, Beck Anxiety Inventory, Beck Youth Inventories among others validated tools.
  • Conducts age-appropriate individual counseling sessions with children and youth.
  • Submits case logs timely and participate in weekly case staffing as needed together with Case Management and Federal Field Staff.
  • Coordinates and communicate with Case Management Department, and other departments to provide timely updates regarding youth’s emotional and behavioral.
  • Attends Treatment Team Meetings. As part of this multi-disciplinary team determine if change to the youth’s supervision level is needed due to expressing suicide ideation, or danger to self or others and develop a Children’s Support Plan.
  • Completes High-Risk Forms to ensure the proper supervision of youth as needed.
  • Adheres to all timeframes for behavioral and mental health services as required by MDHHS licensing and ORR.
  • Receive approval for and complete referrals for psychological or psychiatric services for children and youth.
  • Assist in crisis and/or emergency situations that involve a need for de-escalation, crisis management and aiding children in self-regulation.
  • Conducts 1:1 sessions for each child and youth in care according to company, MDHHS and ORR standards. Must coordinate with Youth Care Professionals. Assist in training YCPs to aid in group sessions as needed.
  • Writes, edits, and submits Significant Incident Reports (SIRs) in a timely manner to avoid delays in reporting and communication of all incidents to stakeholders (program staff, ORR/Federal Field Staff, Relevant State Licensing entity, etc.,).
  • Assist in the intake process to identify trafficking and other red flags for children and youth arriving in to care.
  • Must ensure adherence to MDHHS and ORR requirements for the daily overall care and release of children and youth in care.
  • Performs other duties as assigned or requested to support the safety and reunification of youth in care.

STANDARD REQUIREMENTS:

  • Must be 21 years of age or older to work directly with youth.
  • Must maintain any licensures/certifications during employment and/or obtain within required timeframes, if approved.
  • Ensure completion of On-the-Job Training requirements.
  • Meets dress code/uniform standards; appearance is neat and clean.
  • Complete any training requirements including Managing Aggressive Behavior/NRCYS and CPR/First Aid.
  • Maintains dependable attendance and ability to work a flexible schedule.
  • Assist in the safe evacuation of youth if needed.
  • May need to respond to emergency situations to ensure the safety and security of the youth.
  • Wear an ID badge while on company property or job sites.
  • Recognize the signs of abuse, neglect, exploitation, and provocative behavior. Follow reporting requirements for relevant state and federal contract requirements and document adhering to timeframes.
  • Must maintain confidentiality in all program areas including any information regarding youth.
  • Maintain confidentiality of health care records and information in keeping with HIPAA and Protected Health Information (PHI) requirements.
  • Maintain professional conduct and ensure appropriate respectful interactions during any contact with youth, staff, state licensing representatives, ORR/Federal Field Staff, and other vendors or community members.
  • Adhere to all state and federal laws and regulations.
  • Follow all company policies and procedures.
  • Enforces safety and security standards for students, staff, and visitors.
  • Clear MVR Check.
  • Clear criminal background check. Including a national criminal fingerprint background check.
  • Clear drug testing results.
  • Clear Tuberculosis results.
  • In adherence with federal or state contract requirements (as applicable): Proof of COVID Vaccinations and other immunizations (i.e., varicella, measles, mumps, tetanus, Tdap, rubella, Flu, Hepatitis A and B).

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Master’s degree in social work, counseling, psychology, or other related fields required, with 2 years of clinical experience working with children or youth and 1 of those years in a residential setting is preferred. May include Internship or Volunteer positions held.
  • Licensed in the relevant field of study or be licensed eligible in the state of Michigan.
  • If actively involved in the process of becoming licensed the candidate may still be considered for the position upon approval by ORR.
  • Proficiency in Microsoft Office.
  • The ability to type and use a tablet/iPad, laptop, or desktop is needed to complete daily tasks.
  • Able to work cooperatively with multiple members of a Team including program staff, state licensing personnel, ORR/Federal Field Staff, and other office personnel.
  • Well organized and highly motivated.

LANGUAGE AND COMMUNICATION SKILLS:

  • Ability to read, analyze, and interpret professional journals, technical procedures, or government regulations.

  • Ability to speak, read and write in English language is required.

  • Gather and/or maintain information for reporting requirements (weekly, monthly, quarterly, and/or annually).

WORK ENVIRONMENT:

  • The Clinician will work in-person to ensure that assessments and services are timely adhered to.
  • Shifts will include an 8-hour period. Overtime and on-call rotation may be needed.
  • The workweek may not consist of a traditional Monday through Friday work schedule and working some holidays is required.
  • Work is conducted in a 24-hour shelter setting with children whose primary language is Spanish.
  • Noise levels will vary indoors and outdoors.
  • Must be able to obtain and maintain the nonviolent crisis intervention certification and CPR/First Aid certification.
  • Work environment may include working in offices, either indoors or outdoors.
  • Position can require a great deal of standing, walking, stooping, squatting, kneeling and some heavy lifting of up to 20 lbs. and can also involve sitting for extended periods to ensure that documentation is entered in a timely manner for the safe renunciation, discharge planning and provision of services to youth.
  • Must use headphones and learn the proper use of a secure two-way communication device is pertinent to the overall care, safety, and supervision of youth.

CRITICAL THINKING AND PROBLEM-SOLVING:

  • The ability to solve practical problems and seek guidance from Lead Clinician or designee to ensure a full understanding of policies and procedures is required.
  • A positive and proactive attitude regarding changes in processes, procedures, policies, and training requirements is needed.
  • The ability to interact with youth in a culturally responsive manner is vital to the success of the program.

COMPUTER SKILLS AND RESPONSIBILITY:

  • Any equipment assigned directly to the Clinician is their personal responsibility.
  • Equipment is to be returned in good working condition and the Clinician must report any damage or malfunctions immediately to their supervisor.
  • The ability to utilize a variety of software systems and enter data is needed.
