Job Type Full-time Description Must be a U.S Citizen Security Clearance: Active TS (SCI eligible) This position is contingent on Contract Award Obsidian Solutions Group (OSG) is seeking a Policy and Doctrine SME to support FEMA's Consequence Management Coordination Unit (CMCU) and Domestic Emergency Support Team (DEST) programs by providing expert advice and guidance on CBRN (Chemical, Biological, Radiological, and Nuclear) planning and response. The SME will develop and refine policies, strategic plans, and doctrines to enhance FEMA's preparedness and response capabilities for acts or credible threats of terrorism. This position offers the opportunity to contribute to national security by enhancing FEMA's capabilities to manage and respond to CBRN threats effectively. The ideal candidate will be a seasoned professional with a passion for policy development and a commitment to public safety and resilience. Specific Responsibilities * Provide SME support to review and provide comments on CBRN policy concerns and issues.
* Support policy and doctrine development efforts by providing subject matter expertise and reviewing policy concerns and issues related to CBRN.
* Maintain currency on national policy, interagency roles and responsibilities, and national and interagency planning efforts for the response to credible terrorism and WMD-terrorism threats.
* Supports the development of Strategic Plans
* Create standardized document templates for strategic documents, program plans, operational plans, and guidance documents.
Requirements * 15 years of experience in emergency management or counterterrorism response operations
* A bachelor's degree in related field
* Subject matter expertise in presidential policy in response to WMD-CT threats.
* Demonstrated CBRN planning, response, and mitigation expertise, focusing on counterterrorism operations.
* Strong leadership, communication, and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and teams.
* Willingness to travel domestically and work occasional weekends or evenings as required.
* Active TS clearance (SCI eligibility)
* Must be a U.S. citizen
