Position Description:

Ecompex is recruiting for a Leasing Specialist to provide professional support services to the U.S. Customs and Border Protection (CBP) to support real property, technical, energy and environmental objectives and critical missions. Some responsibilities of this position can include collaborating with leasing stakeholders, developing monthly leasing reports, data entry, documentation quality control and organizing, among other tasks. Occasional travel will be required. Work is on-site.

Minimum Qualifications:

  • Must be a US Citizen and be able to pass a Tier 1 background investigation to be placed in a position of Public Trust.
  • Bachelor’s Degree related to the position.
  • Minimum of five (5) years’ experience.

Desired Qualifications:

  • Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.
  • Experience utilizing Facilities and Infrastructure Tracking Tool (FITT) and IBM TRIRIGA.
  • Strong familiarity with the Department of Homeland Security (DHS) directives and CBP policies.
  • Strong communication, written, and verbal skills.

Required Skills:

  • Proficiency in document management, including maintaining both digital and paper formats.
  • Ability to coordinate with leasing specialists and other stakeholders to ensure proper documentation of lease agreements and related documents.
  • Must possess strong analytical skills to assist with out-year lease planning, cost-benefit analyses, and market research reports.
  • Knowledge of real estate leasing processes and terminology, including familiarity with lease expirations, renewals, and administration procedures.

Responsibilities:

  • Gather, organize, and review documentation impacting Government real property assets, including facility leases, ongoing leasing projects, program facility acquisition budgets, and memoranda.
  • Provide compliance support with CBP Policy and DHS Directives.
  • Document project status from staff and assist, track, and consolidate both reoccurring and impromptu taskers and inquiries specifically related to the Leasing Branches.
  • Gather and organize leases, Memoranda of Agreement/Understanding (MOA/MOU), Interagency Acquisition Agreements (IAA), and management related documents.
  • Maintain documents, in digital and paper format, in accordance with CBP’s approved standard filing system.
  • Organize paper and digital documents, program documentation, and historic program files in accordance with CBP’s approved processes.
  • Maintain herein described documents in a monthly Leasing Management Report.
  • Ensure documents are readily available for inclusion in project reports.
  • Assist with out-year planning for lease expirations and renewals.
  • Assist with cost-benefit analyses on real estate leasing versus owning.
  • Assist with completion of market research reports.
  • Coordinate with leasing specialist(s) on General Services Administration (GSA) lease agreements, direct lease agreements, MOA/MOU, IAA, and other relevant documents to ensure proper documentation in CBP’s real-estate system of record.
  • Assist leasing specialist(s) with data entry.
  • Assist the leasing branch in entry and quality control of leasing information in the Facilities and Infrastructure Tracking Tool (FITT) for project and real estate records.
  • Assist leasing specialist(s) and Branch Chiefs at the beginning of the lease, including assisting with minor planning activities, requirements development, and tracking approvals.
  • Assist during the lease administration phase and coordinate CPI increases, ownership changes, and rent escalations.
  • Assist with tracking and coordinating activities to ensure leases are properly closed in the system.
