Renville County is Hiring a Support Services and Accounting Supervisor Near Olivia, MN

Under general supervision, prepares the budget and is responsible for the maintenance of the financial records, accounts and non-IV-D revenue in a county human services agency; supervises accounting, office support, collections and child care assistance staff.
Opportunity to work remotely one day a week.
Management and Supervision
A. Supervise all accounting, office support and child care assistance/collections.
B. Assign and monitor progress of work for effective and efficient use of personnel and workloads.
C. Complete probationary and annual performance reviews.
D. Evaluate staffing levels needed given present and future volumes of work and program changes. 
E. Participate in interviewing and selecting staff.
F. Assure orientation and training to new employees, plus ongoing training based on observations and employee input.
G. Monitor mileage, expense reports and timesheets. Act or requests for overtime, flex and/or leave time, assuring unit coverage.
H. Recommend discipline up to and including recommending dismissal.
 
Formulate and Implement Agency Policies and Accounting Procedures
A. As needs arise, formulate procedures to increase the effectiveness of agency operations satisfying county, state and federal auditing and reporting standards and assuring appropriate distribution of funds. 
B. Confer with management team and Director to assist in establishing overall agency policies.
C. Develop, implement and modify processes to maintain optimum segregation of duties and for handling and controlling cash flow.
D. Analyze accounting and collections problems, and implement solutions or correct deficiencies in existing processes.
Fiscal Responsibilities 
A. Review and monitor social service vendor payments.
B. Monitor and control all agency receipts and disbursements.
C. Monitor and control issuance of payments for all Administrative claims. 
D. Monitor and control collections and claims for overpayments and social service fees.
E. Maintain general ledger.
F. Ensure accuracy of Human Services fund in general ledger with County Auditor/Treasurer.
G. Assist the State Auditors when completing the audit and provide them with reports and information as requested.
H. Prepare monthly, quarterly and annual reports as required by state or federal agencies or governments for Human Services, and Child Care Assistance. 
I. Act as SSIS Fiscal Mentor. 
J. Collect necessary information and prepare and submit claims for revenues to MMIS and/or Health Plans for Child Welfare Targeted Case Management, Adult Mental Health Case Management, Children's Mental Health Targeted Case Management, Rule 5, Vulnerable Adult- Developmentally Disabled Targeted Case Management, Relocation Service Coordination, and Waivered Services Case Management, Cost Effective Insurance and Access Services.
K. Perform Fiscal and Administrative Projects and Activities for the Agency Director.
Administrative Duties 
A. Clarify and explain fiscal, clerical or child care to staff, service providers, county board, etc.
B. Supervise purchasing of agency forms, supplies and equipment. 
C. Make appropriate bank deposits. 
D. Participate in local, regional, and statewide functions, meetings and training sessions necessary to effectively manage the unit and provide feedback to the unit staff, Director or committee as necessary.
E. Attend all monthly board meetings relative to Human Services.
F. Act as agency resource for fiscal, clerical and child care assistance issues.
G. Serve as member of Renville County Local Emergency Food and Shelter Board. (FEMA Grant) Act as Fiscal Agent for Food Shelf's portion of any monies received from grant. 
H. Update policies as assigned by director or county board.
I. Act as security contact for automated systems.
J. Participate as member of agency management team.
 
Budget
A. Prepare annual Human Services budget.
B. Monitor budget monthly, comparing expenditures and revenues by fund to budgeted amounts and report to Director.
C. Prepare quarterly "State of the Budget" report for board. 
D. Prepare and analyze all financial reports and informational Statistics upon request of the Director and Board.
EDUCATION and/or EXPERIENCE
Graduation from an accredited college with a major in business administration or accounting and one year of experience as an accountant or auditor.

Graduation from an accredited college with a degree in a field related to business administration or accounting and three years experience as an accountant or auditor
 
Experience as an accountant or auditor involved in budgeting and collection activities may be substituted for the education on a year-to-year basis. Two years of supervisory office management experience is preferred.Applications will be reviewed as received.
