Rend Lake Conservancy District

The Rend Lake Conservancy District (District) is located in southern Illinois off Exit 77 on I-57, one hundred miles southeast of St Louis, and on the banks of beautiful Rend Lake. The District was formed in 1955 and currently includes a water plant that serves thirty-five communities and water districts. The District also owns and operates a resort facility that includes a 27-hole championship golf course, an event center, hotel, condominiums, cabins, restaurant, shooting complex, and 1,115 acres of farmland.

Governance

The District is governed by a seven-member Board of Directors, which approves policy and financial decisions, and hires the General Manager (CEO). The Directors are appointed by officials in Franklin and Jefferson Counties.

The General Manager is responsible to the Board of Directors for the administration of the District, along with a full-time staff of 40 employees and an average of 55 part-time and seasonal staff throughout four funds which includes the General Fund, Water Fund, Sewer Fund, and Recreation Fund.

Demographics

The water plant supplies water to thirty-five water districts and 1,500 direct customers. The sewer department provides sewage services to approximately 120 customers. Visitors to Rend Lake come from hundreds of miles to enjoy our recreation facilities. Rend Lake welcomes over 1.6 million visitors a year including golfers, fishermen, hikers, hunters, and boaters many of which stay at the District’s hotel, condominiums, cabins and eat at our restaurant.

Qualifications

The Board of Directors is seeking to employ a General Manager with the following experience, qualifications, education, characteristics, and traits.

Ability to:

• Successfully communicate with the Board of Directors and the general public.
• Work with government representatives from local, state, and federal agencies.
• Develop and implement annual budgets and capital development programs.

Knowledge of:

• Public water and sewer industry operations.
• Golf and recreation industry is a plus, but not required.

Education and Experience

• Bachelor’s Degree in business administration, management, accounting, or related field.
• Ten or more years of experience in management.
• Five or more years as a CEO or CFO for a governmental or nonprofit organization(s).
• Three or more years of experience with a public utility.

Salary & Compensation

• Annual Salary of $160,000 – $200,000 (Subject to modification based upon qualifications and experience)
