Financial Operations (Data/Information Analyst)

Salary: This is a full-time 12-month position at 232 days with an annual beginning salary range of $70,739.00 - $87,890.00.

Job Title: Procurement Analyst

Division/Department: Administrative Services / Financial Services

Reports To: Senior Coordinator- Grants, Contracts, and Procurement

Job Summary (Primary Purpose)

  • Provide ESC financial services support and works under moderate supervision and has the ability to assist Region 13 staff with principles and processes in regard to contracts and procurement. Serves the entire service center, contributing to the procedures to acquire and deliver goods and services necessary for the operation of the service center.

Required Qualifications (Years of experience, Education/ Certificates)

  • Bachelor's degree in business administration, accounting or related field or five years of experience with school business finance, accounting or procurement (education and experience may substitute on a year-for-year basis)
  • Experience with contracts and/or procurement
  • Experience with business information systems
  • Experience in self-directed work and teamwork environments

Preferred Qualifications (Years of experience & Education/ Certificates)

  • Experience with procurement principles and practices, particularly as they related to school business purchasing and finance
  • Experience in providing technical assistance, support and training in an educational or governmental setting

Knowledge/Skills

  • Experience with the planning, coordination, implementation, compliance and management for
  • contracts, procurement or financial transactions
  • Experience with purchasing transactions, competitive bidding, contract development and management, federal and state procurement regulations and requests for proposal services
  • Knowledge of federal and state laws, regulations, guidance, and agreements pertaining to procurement
  • Experience in public school and ESC financial, and procurement procedures
  • Ability to maintain processes for contracting with various vendors, suppliers, and adjunct staff including contract preparation, encumbering funds through budget office procedures, tracking signature workflow, and maintaining accurate records of payments
  • Ability to process payments and orders for the department, including preparing and entering purchase orders into the web-based accounting system, track the progress of order signatures, and monitoring order status to ensure accurate arrival and receipt of purchased goods
  • Ability to work on multiple tasks, exhibiting attention to detail
  • Strong organizational, communication, and interpersonal skills
  • Ability to coordinate multiple projects
  • Ability to develop and/or identify effective and efficient practices
  • Proficient in Business Information Systems such as Smartsheets, Google Docs, Microsoft Suite, Ascender, Ionwave
  • Collaborate with others in the team environment
  • Display time management and adheres to deadlines

Major Job Responsibilities/Essential Functions

  • Serve as a representative of Region 13, displaying courtesy, tact, consideration, and discretion in all interactions with other members of the educational community and with the public
  • Provides guidance and assistance to Region 13 staff regarding contracts and procurement processes
  • Product sourcing and comparing resources for the best product that would suit the specific need of the organization
  • Provide research and support to staff to acquire and deliver goods and services necessary for the operation of the service center
  • Ability to communicate with vendors to learn about their products, services and prices
  • Support the competitive bidding process, contract tracking and request for information processes
  • Assist with reviewing departmental processes for compliance with center, state, and federal rules and regulations
  • Develop strong working relationships with clients and team members
  • Attend applicable training sessions offered by TEA, Ascender and other related entities
  • May communicate with vendors ensuring terms and conditions are consistent with contract information
  • Ensure confidentiality of oral, written, and electronic information
  • Receive and verify documentation to ensure completeness and accuracy
  • Process financial transactions into accounting system
  • Maintain departmental files, program files, audit files, documents and correspondence records
  • Perform other duties as assigned

Budget Responsibilities

  • May process payments and orders for the department, including preparing and entering purchase orders into the web-based accounting system, track the progress of order signatures, and monitoring order status to ensure accurate arrival and receipt of purchased good
  • May assist with the development and monitoring of department budgets
