Job Title: Grant Compliance Specialist

FLSA Job Status: Non-Exempt (Hourly)

Job Summary. The Grants Compliance Specialist will assist the R1 Leadership Team in post-award tracking and reporting of state, federal, local, and federal funds through accurate and efficient classification, control and reporting of revenues and expenditures. This position coordinates receipt of awards and contract documentation; maintains proposal and funding records in database systems, and prepares scheduled and special reports, studies, and analyses. Duties must be performed in strict accordance with general statutes and state, local, federal, and organizational policies, procedures, guidelines and subject to an annual audit.

Illustrative Essential Job Functions. The duties listed below are intended to describe the general nature and level of work of this position. The list is not exhaustive or restrictive, and other duties may be assigned.

Essential Functions

  • Maintain Grant Cycle Calendar and work with program managers to meet grant deadlines for government and reporting.
  • Become knowledgeable of grant guidelines and expectations and advise programs on implementation and going efforts to ensure compliance.
  • Generate or assist with monthly reports, researching and pulling data, among other tasks.
  • Ensure all grant reports (monthly, quarterly, annual) are submitted on or before their deadlines.
  • Conduct routine compliance reviews of grant programs
  • Analyze and evaluate contract and grant budgets for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials, and equipment.
  • Assist the Director of Finance in the planning, design, implementation, and support of financial systems, related policies, and processes needed to identify and manage the revenue and expenditures of the organization and its various components.
  • Develop and modify policies, procedures, systems in accordance with government regulations and organizational needs and objectives.
  • Participate and/or assist in special projects, and perform associated administrative duties, as assigned; may provide functional direction to program staff on assigned work.

General Responsibilities

  • Comply with Open Meetings Act (OMA) and Freedom of Information Act (FOIA) as required.
  • Utilizes agency resources in a cost-effective, efficient manner, and according to policy.
  • Provides professional internal and external customer service; respond to public inquiries.
  • Maintains physical and digital records, consistent with best practices and the Illinois Local Records Act.
  • Maintains a professional office setting through cleanliness, organization, and demeanor.
  • Works collaboratively with others to ensure the success and achievement of colleagues and members in the fulfillment of R1 priorities.
  • Maintains reasonable and predictable attendance.
  • Performs other duties as assigned.

Supervision Received Work is performed under the general supervision of the assigned Supervisor.

Supervision Exercised. Supervision is not a responsibility of this position, although functional direction may be exercised over staff in connection with various activities under the responsibility of this position.

Education, Training, Experience

Graduation from an accredited institution with a Bachelor's degree in business, accounting, public administration, or related field. Two years of experience in grant compliance and grant administration, preferably in a public sector setting. A satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be considered.

Licenses & Certifications. Annual completion of Open Meetings Act and Freedom of Information Act training required.

Job-Specific Skills. Critical knowledge and fundamental skills required for the position, include:

  • Working knowledge of Microsoft 365, QuickBooks, and database management.
  • Excellent oral and written communication and strong interpersonal skills.
  • Skilled in math or accounting.
  • Being accurate, detail-oriented and highly organized are important to being successful in this role.
  • Ability to appropriately prioritize responsibilities, complete work in a timely manner, and meet deadlines.
  • Ability to adapt as the organization develops and evolves.
