Summary
As the Program Security Officer, Lead, you will provide oversight of all aspects of security for SCI and DoD SAP programs, including management of a SAPF/SCIF. This broad role includes the management of an overall program security posture to ensure compliance with corporate and government regulations and a focus on integrating security to become a valuable element in all aspects of the operation. You will work with Corporate Security leadership, senior leadership, Facilities, Information Assurance (IA), Cybersecurity, Operations, Contracts, and HR departments on all security and protection matters. Position will require some local travel between our Colorado offices when warranted. Must be well versed and experienced in managing all aspects of (SAP) Special Access Program programs
The primary function is to provide multi-discipline security support of the customer’s Special Access Programs (SAPs) located at our facility in Littleton, CO. The Sr. CPSO will conduct administration, monitoring, and management of metrics for the
  • Maintain access databases and all required personnel security documentation (such as SIMS) including access rosters and security files.
  • Ensure personnel processed for access to an SAP meet prerequisite for personnel security clearance and/or investigative requirements
  • Work independently and closely with senior specialists and brief senior leadership
  • Review, process and coordinate all incoming Program Access Requests (PAR) f
  • The position will provide day-to-day security support and multi-discipline analysis for DoD and SAP activities
  • Review, edit, and maintain accuracy in accordance with all policies, directives, and instructions and assist in developing, coordinating, and maintaining PSO approved Standard Operating Procedures that are reflective of the current operating environment and encompass processing in the Joint Access Database Environment (JADE)
  • Serves as the communication link between internal and external entities/organizations
  • Maintain physical holdings and document control number (DCN) repositories, including issuance of DCNs and accountability of controlled holdings
  • Review and file foreign travel and other required reporting incidences as required.
  • Maintain inspection readiness of site(s) at all times
  • Request PSQ updates at required occurrences for all personnel supporting special access programs
  • Prepare Program Indoctrination Agreements (PIA); Generate debrief PIAs, execute debriefs on behalf of the government security team
  • Conduct personnel security reviews in JADE database, and prepare corrective action plans
  • Manage physical security and access control of secure sites. Assist with (OSI/PJ) Office of Special Investigations staff assistance visits, security reviews and inspections as well as conducting initial, recurring and refresher security education training (SETA).
  • Manage an access quotas system for SAP/SAR programs to include providing monthly status reports, processing Program Access Requests (PAR), performing access eligibility determinations, processing visit certifications, and conducting program indoctrinations and debriefings.
  • Manage personnel security records for DoD collateral clearances, SCI and SAP/SAR programs to include updating the Defense Information System for Security (DISS) and providing updates and status on briefed personnel to the Customer.
  • Review Contract Data Requirements List (CDRL) deliverables for security. This includes, but is not limited to, IS & Physical Security Plans, Management Plans and Test Plans. Provide comments and recommendations as required.
  • Prepare DD254s and review DD254s for prime and sub-contractors.
  • Participate in planning and executing Risk Management Framework (RMF) activities.
  • Support the development of authorization packages needed to obtain and maintain Authority To Operate (ATO), such as the implementation of security controls, planning, writing security procedures and conducting continuous monitoring activities.
  • Identify the security needs of the customer and organization within business proposals, business capture, etc.
  • Other functional area duties as required.
Ideal Experience:
  • U.S. Citizen with a current/active Top Secret/SCI clearance with ability to obtain SAP clearance.
  • Five or more years of Industrial Security acting as a Contractor Special Security Officer (CSSO) and five or more years CPSO (Contractor Program Security Officer) experience for a combined ten or more years minimum.
  • Bachelor’s degree or equivalent
  • Must have a demonstrated and complete understanding of DOD and IC security procedures, policies, and requirements.
  • Must have Security Program Officer (SPO) training certification or be able to obtain certification within 30 days of starting.
  • Must have OPSEC Level I certification or be able to obtain certification within 30 days of starting.
  • Must have FSO Program Management for Possessing Facilities (IS030.CU) or be able to obtain certification within 60 days of starting.
  • Must have (ITPSO) Insider Threat Program Senior Official certification from (CDSE) Center for Development of Security Excellence or be able to obtain within 90 days of starting.
  • Must have all (SAP) Special Access Program related certificates from CDSE or other federally recognized security training entities.
  • Experience with physical security, key/badge and access control systems.
  • Experience with document controls, TSCO duties, and accountability procedures.
  • Experience with DOD and SAP personnel security procedures and requirements
  • Experience writing, revising, and interpreting DD254s.
  • Must be knowledgeable of the following Government policies such as 32 CFR 117, DoDM 5205.07 Vol 1-4, DoD SAP Manuals, ICD-705, Sensitive Compartmented Information Facilities (ICD/ICS 705 compliance documents), DoD 5105.21 Vol 1-3, Sensitive Compartmented Information Security Manual Series
  • Must be familiar with NISS, DISS, JADE, and SIMS.
  • Must be knowledgeable of Basis of Estimate (BOE) procedures.
Desired Skills
  • 3 years direct supervisory experience or equivalent experience managing non-geolocated facilities and personnel.
  • Familiar with the Defense Information System for Security (DISS), National Industrial Security System (NISS) including knowledge of Change Condition Packages and FCL Submittals.
  • Familiar with FOCI and FOCI mitigation strategies
  • OPSEC Coordinator, OPSEC Level II Certification and/or demonstrable Program Protection Planning experience.
  • Excellent written and verbal communication skills and demonstrated ability to work as a member of a team.
  • Excellent organizational skills and adaptability within a dynamic environment
  • Demonstrated knowledge of national security policies, to include (but not limited to): NISPOM, Executive Orders, customer-specific directives and instructions, Code of Federal Regulations (CFRs), etc.
  • Well versed in risk management framework (RMF) or certification and accreditation
  • Familiarity with SCInet and NBIS
  • Familiarity with COMSEC and/or EMSEC
  • Some travel may be required.

Pay Range
$95,000 -$135,000
