ReCon Management Services is Hiring a Turnaround Project Controls Cost (Technician II) Near Baton Rouge, LA

Description

 (*In Plant Role – See Client specific information below in Job Requirements) 

Summary of Description:

Perform routine tasks related to the collection of data required to monitor budgets and estimates for a specific portion of a project.

Duties:

  • Reconciliation and audit of invoices relative to services received and contractor cost reports, agreed billing rates and terms and conditions.
  • Input actual costs into project cost reports in preparation for Project Manager’s review and forecasting of final costs.
  • Update individual project cost reports for actual cost to date.
  • Monitor contractors project controls systems (Cost Reports, Productivity Analysis, Forecasts, etc.) to ensure costs are being managed within the approved Project funding and/or requests.
  • Validate contractor cost reports ensure incorporated into overall Project Cost Reports.
  • Interface with Project Accountant and Client Accountant.
  • Ability to learn to analyze and compile data that may have an influence on costs, efficiencies, trends, etc. Such factors include labor, materials, subcontracts, special machinery requirements and location.
  • Assist others with estimates and bids.
  • Communicate and interface with all other project team members.
  • Assist in preparing routine and/or special request reports per established instructions, department procedures and deadlines.
  • Assist cost engineers in compiling cost data, preparing costs and manpower forecasts, etc.
  • May calculate/prepare material to validate installed vs. estimated quantities, comparison reports, charts, and tables for analysis.
  • Administrative duties associated with day-to-day routine activities designed to provide practical application of cost methods.
  • Perform other job-related duties as assigned.

Education and Experience:

High School Diploma or Equivalent (GED), with additional specialized training or college course work and at least six (6) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Specific Skills:

  • Proficient at spreadsheet and data base programs (Excel, Access, etc.)
  • Understanding of cost and project controls methodology.
  • Basic knowledge of resource monitoring techniques plus ability to follow procedures and directions.

Physical Requirements:

Ability to reach, stand, walk, finger, grasp, feel, talk, hear, see and to perform repetitive motions.

Sedentary work: Exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

Requirements

 *Due to in plant position the below referenced Job Duties have been provided by the client: 

  • Project Controls Leader is responsible for developing and monitoring schedule, cost, productivity and innovations. 
  • Develop procedures that are in place to accomplish a certain step in the flow chart, communication plans. 
  • Analyze the data inputs in all of these areas and provide recommendations to key decision makers in the TA Organization (i.e. TAMs, Steering Team, Strategy Leadership and others) to help ensure that the key TA metrics remain under control.
  • Develop tools for Electronic Time Tickets (ETT’s), Master Resource Plan (MRP’s), Service Entry Sheets (SES’s) and invoicing. 
  • Develop a singular dashboard that draws in all data for each phase of the TA (Pre-Work, Execution Work, Post Work).

  2. Worker and Asset Visibility
  3. Gate Data
  4. Productivity Factors - Earned vs. Billed, Earned vs. Promised Headcount (70% productivity), Earned vs. Scheduled, etc.
  • Lead Project Controls Meetings 
  • Facilitate integrated schedule reviews
  • Perform schedule health checks and compliance
  • Develop and communicate schedule update requirements
  • Project Controls Leader will assume the responsibility of developing and setting up the organization that will support the Add-on/Change and the RFI processes. 
  • Train Contractors on:
  1. Electronic time ticket completion
  2. Master Resource Plan completion 
  3. Working with Cost side. This includes finding templates, submitting ETTs, updating MRP, etc.
  4. Expectations with WAV and WT
  5. Overview of the dashboard that we will utilize and data available that we will share with them

Knowledge Required:

  • SAP, software applications
    • Plant Maintenance Orders
    • Components (labor and materials)
    • Cost Centers
  • Business Rules (Accounting Rules / Guidelines)
  • Material Order process
  • Recharge process (Turnaround Allocations)
  • Purchase requisition elements
  • Primavera P6 
  • Geolocation Tracking (GPS)

Required:

  • 2 years relevant experience in accounting, purchasing, projects, or a plant environment
  • Or A Technical or Associates degree in business, accounting or finance 
  • Experience in the application of analytical tools and critical thinking to a work environment
  • Strong comprehension and application of mathematics 
  • Mastery of PC based tools and strong computer skills are required. 
  •  Advanced skills in Excel / Access are required
  • Strong written and verbal communication skills

Preferred:

  • Knowledge of SAP management systems
  • Knowledge of Generally Accepted Accounting Principles (GAAP) or International Financial Reporting Standards (IFRS)
  • Knowledge of work processes relating to project or turnaround management,
