SUMMARY DESCRIPTION OF CLASSIFICATION: The Randolph Public Schools Assistant Director of Multilingual Learners and Engagement is responsible for providing leadership and maintaining standards of excellence in the provision of Equitable Services and Practices, English Language Acquisition for World Languages (WL), Multilingual Learners (ML) and overall community/family engagement for all Randolph stakeholders The Assistant Director of Multilingual Learners and Engagement will ensure the district remains in compliance with all federal and state laws, and will serve as a strategic thought partner and a collaborative leader with other school administrators across the district in the implementation of all equitable practices that are aligned with the District’s strategic plans in order to transform and innovate learning for students that ensures access to quality instruction and equitable services.DUTIES AND RESPONSIBILITIES:Multilingual LearnerExercises supervision over the identification, referral, evaluation, program planning and delivery of services for all children in need of English language acquisition services.Remains current in changes to English language acquisition education (G.L. c.71A) and ensure compliance with these and any other applicable state and federal laws.In conjunction with the Principals and ML staff, coordinate the delivery and supervision of English language acquisition services within each school building according to ELA Regulations, 603 CMR 14.Manages the DESE ELE TFM review process and expansion of Seal of Biliteracy.Assists the Principals in the observation of ML and WL instruction.Ensures that current records are kept of all information relating to ELE as are required to be maintained by regulations.Assists the Principals in coordinating and administering the MCAS and ACCESS assessments.Approves and revises with appropriate staff the curriculum for language acquisition programs, both world language and ELE.Supervises and evaluates ML Liaison and Language Translation Specialists for the district.Coordinates the assignment of translation services for the district and individual schools.Supervises and evaluates the instructional coach, the Administrative Assistant for the ML Department and the Language Translation Specialists for the district.Coordinates the assignment of translation and interpretation services for the district and individual schools.Reviews and evaluates existing world language and ELE programs and recommends new programs or changes to programs as required by DESE.Coordinates departmental curriculum objectives, course offerings and expected student outcomes.Supervises and monitors curriculum development or selection procedures, construction and results of examinations, usage of auxiliary teaching materials, and the like, within the assigned areas.Keeps abreast of new trends, methodology, program concepts, etc. on a continuing basis.Conducts appropriate in-service programs, orientation for new teachers, and disseminate information on new developments in the field.Evaluates student achievement in the curricular areas and recommends such changes or adjustments in the curriculum and/or teaching of subjects as deemed appropriate in order to maximize results.Advises the principals on class loads, teacher assignments and related organizational matters.Collaborates with the Assistant Director of Special Education and Pupil Services to ensure appropriate service delivery for all students.Evaluates student achievement in the curricular areas and recommends such changes or adjustments in the curriculum and/or teaching of subjects as deemed appropriate in order to maximize results.Maintains appropriate inventories of equipment and supplies as needed.Approves all requests for attendance at professional meetings and conferences by teachers in the assigned curriculum areas.Completes all state and federal reports required for ELE.Writes and manages grants to obtain state and federal monies for programs and/or services for children in need of ELE services.Prepares and manages the annual budget for ELE, Translation Services and Family Engagement in collaboration with the Assistant Assistant Assistant Director of Finance & Operations and collaborates with the building principals in preparing and managing the annual budgets for world languages. Supports the Superintendent in the preparation of reports and statistics required by the district and/or state and federal government.Prepares reports and statistics required by the district and/or state and federal government.Plans and implements in-service programs for ESL teachers and SEI teachers.Provides or schedules in district opportunities for teachers to attain their SEI endorsement.Serve as Multilingual Department liaison to appropriate community, parent groups and other agencies.Manages multilingual parent communications and organizes the district ELPAC.Investigates and responds to inquiries and complaints from parents and agencies regarding ELE services.Collaborates regularly with the Director of Special Education and Student ServicesFamily Resource CenterManages all family engagement activities, programs, and requirements outlined in the RPS Strategic PlanPlan Leads the district’s overall family and community engagement visionActs as the district’s representative to community engagements, events, and other partnerships Implements annual school-wide objectives and goals for family and community engagement for each building; provide technical assistance; and assess goal attainmentImplements an evaluation system to measure proximal and distal outcomes for school-based family engagement effortsImplements an integrated adult learning model (Adult ESL) for parents/guardians annually developing them as advocates, leaders, learners, teachers and school partnersBuilds a collaborative partnership with the Randolph Education Association to support implementation of the family engagement standard as part of the new educator evaluationBuilds educator capacity to engage families by developing and implementing a five year family engagement professional development series designed to support educators in moving from an “unsatisfactory” or “needs improvement” rating to “proficient” or “exemplar” statusSupports the Randolph Public Learning Community as an emerging model for increasing public demand and developing public support for public schools through shared decision making and program implementationSupports district and school partnerships by negotiating joint efforts, making connections to appropriate staff and in some cases serving on boardsSupports annual community programs such as the United Way Thanksgiving Project, the TOP Holiday Gift Program, and the Coats for Kids projectEstablishes community outreach programs for families in needEstablishes and implements high impact community engagement traditions Serves as an advisor to the contracted out-of-school time program provider such as Families FirstWorks with the Superintendent to investigate and manage family and student bullying, harassment and civil rights claimsWorks with the Superintendent to address parent concerns and complaints including those regarding transportation and support a resolution in partnership with the appropriate offices and/or staffWorks with the Superintendent to oversee the use of social and traditional media to increase positive press coverage and community confidence in the Randolph Public SchoolsWorks with the Superintendent to develop district policies and procedures for communications, marketing, solicitations, and other public relations activities. Prepares periodic presentations describing activities and accomplishments. Collaborates regularly with the Director of Special Education and Student ServicesAny other duties as assigned by the Superintendent.TERMS: Full year, 12 month administrative position on an individual contract, up to $115,000REPORTS TO: Director of Special Education and Student Services
