Basic Function

The current vacancy is in the Property Management Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Senior Property Manager – Facility Security Services
: Lead the security team and activities in accordance with policies, procedures and technologies to safeguard county property and resources. Provideadministration, management, technical support, operational support and planning for security related systems and software to include card access, CCTV systems, photo identification badges, monitoring systems and intercoms. Manage all security systems services, operations, software updates, licensing, maintenance, and capital planning. Supervise and direct county and contracted personnel, vendors, and contractors including training and coordination with each department’s Department Access Coordinator (DAC). Collaborate with county Information Services (IS) and coordinate activities to minimize any impacts to critical security systems.

Flexible Workplace

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Examples of Work Performed

  • Promote a diverse, culturally competent, and respectful workplace.
  • Communicate the Department's vision statement, mission statement, policies and procedures to staff and contracted personnel; work closely with subordinate supervisors, staff, and skilled union work force to ensure positive labor relations are pursued; monitor subordinates interpretations of bargaining contracts to maintain consistent labor practices; participate in grievance hearings as needed. In conjunction with department staff support the common department goals to provide welcoming, accessible, energy efficient, safe, and clean office and public spaces, on all leased and county owned property.
  • Manage the personnel and budget activities by delegating duties, directing workflow, instructing staff, and inspecting work assignments; make decisions regarding the hiring, evaluation, and discipline of staff. Manage and ensure the accuracy of all payroll and personnel records for staff. Administer performance appraisals for staff, establish performance goals and provide constructive feedback; review performance of staff and/or contracted personnel to assure performance, compliance, and cost effectiveness.
  • Manage service contracts including the preparation of requests for proposals, proposal evaluations, and vendor performance reports in conjunction with the department contract manager. Review the performance of contract workers to assure performance, compliance, and cost effectiveness. Verify that insurance certificates for all parties are consistent with Risk Management criteria and accidents/incidents are reported as appropriate. Engage local law authorities as needed.
  • Develop annual budget and projecting future needs; monitor the budget to see that expenditures remain within the limits of the approved budget; authorize payments to various vendors and County agents; authorize budget adjustments as required; make decisions regarding the authorization and purchase of supplies, furniture, and equipment.
  • Establish a process for incorporating goals for Minority Business Enterprise and Women’s business Enterprise (MBE/WBE) participation in the procurement process and in workforce participation.
  • Coordinate and direct activity for workers’ compensation claims, accident claims and insurance recovery, unemployment claims, employment benefit program, Employee-Right-to-Know and OSHA reports.
  • Participate in joint meetings with other divisional/departmental staff and serve on committees, boards, and work teams.
  • Responsible for Department-wide assignments as determined by management or department director.
Senior Property Manager – Facility Security Services
  • Serve as the primary security resource for physical security at Ramsey County facilities.
  • Develop and maintain department policies, procedures and standards to support the physical security of county property and assets.
  • Manage and maintain standardized security system platforms, software and technology including card access, identification badge systems, duress systems, and video surveillance for Ramsey County facilities. Maintain diagrams, prints, and plans for all security related systems.
  • Supervise and direct county staff, contracted personnel, vendors, and contractors to support, operate and maintain related security systems.
  • Develop written procedures, provide training to users, department access coordinators (DAC’s) and coordinate implementation of standardized procedures and best practices.
  • Support, maintain and assist with training of each department’s Department Access Coordinator (DAC). Ensure DACs audit, inspect, update and implement procedures to meet their department’s access needs including appropriate access levels and deactivations.
  • Ensure consistent delivery of services and performance by the third-party security service providers at county buildings.
  • Coordinate security services for courts facilities with 2nd Judicial and the Sherriff’s Office.
  • Coordinate with County IS relating to network, desktop support, maintenance periods, hardware updates, software security updates and patching activities. Coordinate activities with IS to minimize any impacts to critical security systems.
  • Develop and maintain proper staff and vendor background check procedures and ensure compliance with federal and state statutes for access to county facilities.
  • Liaise and coordinate within Property Management and with other departments to achieve the county’s physical security objectives and provide direction on all physical security matters.
  • Ensure compliance with building codes and County policies for security systems operations and procedures.
  • Provide security system related project management support.
  • Provide information, remote monitoring, and access to security systems in the event of an emergency or special event.
  • Perform research and analysis on complex physical security issues and provide cost effective recommendations for security innovation projects, products, and procedures.
  • Assist in creation and maintenance of operational plans for crisis response, disaster recovery, workplace violence and other emergency events. Maintain relations with law enforcement.
  • Provide on call emergency coverage to support security systems 24 hours, 7 days a week.

Finger printing:
The Bureau of Criminal Apprehension (BCA) and the FBI require the Property Management Department to submit fingerprint cards of new employees and to keep them on file for every employee that has access to areas where their databases or information are accessed, produced, used, or stored.

Bureau of Criminal Apprehension (BCA):
Certification by the Bureau of Criminal Apprehension (BCA) for authorized access to areas where the Criminal Justice Information System (CJIS) is accessed or CJIS information is stored is required after hire and the ability to maintain this certification every year.

ESSENTIAL FUNCTIONS (ALL):

Minimum Qualifications

Education:Associate degree in Facility Management, Business Administration, or related field.
Experience: Five years of experience in the operation, maintenance, and repair of security systems. Three years of the five years of experience must be in a supervisory or management capacity.
Substitution: Experience beyond the minimum may be substituted for education on a year to year basis, up to two years. Any combination of education and experience that equals to seven years (of which three must be in a supervisory or management capacity).
Certifications/Licensure: Must have and maintain a valid driver’s license.
Preferred: Certification on CCURE 9000.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:
Training and Experience Rating = 100%
The examination for Facility Security Services Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Facility Security Services Manager. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
