Basic Function

Ramsey County Elections is seeking candidates for limited duration positions with a starting of May/June 2024 until December 31, 2025.
The basic functions of this position are to perform clerical support functions relating to the administration of elections including processing, analyzing and maintenance of voter registration and absentee voting documents, public contact, and general office services; and to perform related duties as assigned. (This is the entry-level class in the Clerk series. It provides an opportunity to gain the knowledge and skills that are needed to function at the higher levels of the Clerk series.)
The specific roles of Clerk in Elections are:

Voter Registration
Some of the work in this area includes:
  • Processing and analyzing voter registration documents using the statewide voter registration system.
  • Investigating and resolving issues of simple to moderate complexity with incomplete or improper registrations. Escalating unresolved issues to supervisor.
  • Providing election related information to the public by telephone, and in person at a customer service counter.
  • Collecting data, compile, and analyze statistics related to various election activities.
Absentee voting
Some of the work in this area includes:
  • Reviewing and processing absentee ballot applications and related documents using the statewide voter registration system.
  • Investigating and resolving issues of simple to moderate complexity with incomplete or improper absentee ballot applications. Escalating unresolved issues to supervisor.
  • Providing election-related information to public by telephone, and in person at a customer service counter.
Voting System and Warehouse
Some of the work in this area includes:
  • Preparing and completing orders for delivery and pick up according to schedule.
  • Completing logic and accuracy testing for various technologies used to conduct elections.
  • Safely operating and maintaining warehouse equipment.
Hours/Schedule:
Work schedules may range from zero to forty hours per week, hours are not guaranteed and will vary. Full time work 6 to 8 weeks before an election and potential special projects. Hours will fluctuate and will include some evening and weekend hours.
***The position is currently approved through 2025, depending on elections needs. Limited duration, unclassified positions, may become benefits eligible based on your schedule.***

Examples of Work Performed

  1. Perform duties relating to forms and records maintenance such as gathering documents and information to establish, maintain and update files; searching files for information; maintaining departmental records and statistics; opening, maintaining and closing case files; and recommending new forms or other revision of existing forms. Depending on assignment, duties may involve the maintenance of or retrieval of information from electronic data files by operating computer terminals.
  2. Perform public contact duties such as receiving and routing phone calls; responding to complaints, inquiries and service requests by phone and in person; directing clients or visitors to proper locations; assisting the public in completing forms; scheduling appointments for clients or staff; and assigning service requests to program units or staff in accordance with established guidelines.
  3. Perform general office services to include opening, sorting and distributing mail and preparing outgoing mail; preparing and sending form letters and composing routine letters; photocopying documents; and related duties.
  4. Perform budget maintenance or payroll duties such as preparing or verifying timesheets or payrolls; maintaining inventories of office supplies; preparing, checking or processing reimbursements, requisitions, purchase orders and accounts payable forms; preparing, checking or processing bills to patients, clients or other agencies; receiving and receipting for cash; and maintaining and balancing accounts in accordance with office bookkeeping practices.
  5. Perform clerical functions peculiar to the unit to which assigned which may involve duties relating to checking, verifying, processing or distributing forms, records, computer print-outs, documents, and payments.
  6. May receive, sort and distribute mail and perform other messenger work as required.
  7. May perform typing assignments incidental to the primary clerical functions performed.
  8. Perform duties relating to the production of correspondence and other written materials, such as gathering, collating and packaging items for distribution.
(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.)

Applicants who meet the minimum qualifications for this position will be forwarded to the hiring department/manager for consideration for these limited duration, unclassified positions. Candidates appointed to limited duration, unclassified positions may become eligible for benefits based on schedule. There is no guarantee of employment beyond the anticipated end of this assignment.
Unclassified positions:
This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration. Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
