QED Systems, LLC is Hiring a PROCUREMENT ANALYST Near Fort Belvoir, VA

QED Systems, LLC, is currently recruiting a Senior Procurement Analyst to join our team in Fort Belvoir, VA to support our customer, Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2).

Duties:

  • Performs a variety of contract management functions advising on contract formulation, identifying ambiguities in contract language, managing contract documentation and contract schedules.
  • Monitors and tracks contract obligations and deliverables, verifying actions occur on a timely basis in accordance with the scheduled contracts plan.
  • Resolves any procurement/contract discrepancies.
  • Provides procurement and contract management support by providing advice, guidance and assistance on acquisition planning and contractual/procurement.
  • Manages contracting aspects of acquisition programs; overseeing full range of contract types.
  • Provides procurement support utilizing a wide variety of cost reimbursement, cost plus fixed, incentive or award fee and fixed price contracts. Orchestrate and deconflict procurements that may be complicated by such factors as: unsolicited proposals; technology insertion; small business considerations and fluctuating funding levels.
  • Performs various special projects such as preparation of back-up data for appearances at Congressional hearings, special studies for special interest groups, summaries of procurement management problems of top management concern, and responses to General Accounting Office/Inspector General/Army Audit Agency reports.
  • Analyzes, evaluates, and reviews proposed and on-going procurements; recommend necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities, or clarification of contract clauses. Performs data input regarding contract data and voucher information into management information databases, such as Wide Area Work Flow (WAWF). Ensures vouchers are processed and forwarded to Defense Finance and Accounting Services (DFAS) for payment while managing related WAWF process.
  • Explores new or innovative contracting approaches to suggest equitable contract arrangement options.
  • Advises on preparation of Source Selection Evaluation Plans, evaluation criteria and weighting methodologies. Participate in establishing, planning for, and analyzing proposals to ensure conformance with PMs weapon system acquisition requirements.
  • Participates in the development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, and projected lead time.

Required Skills & Experience:

  • Detail-oriented with excellent technical, verbal, and written communication skills.

Required Clearance:

  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret

Qualifications:

  • Bachelor’s degree in business, accounting, Finance, Law, Contracts, Economics, or related technical discipline required.
  • At least ten (10) years of experience in relevant activities.
  • An additional ten (10) years of direct relevant technical experience may be substituted for education.
  • Requires at least two (2) years’ experience providing direct oversight to Federal contracts and a familiarity with Wide Area Workflow (WAWF).

Travel:

Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

Work Environment:

This position will be co-located with the customer and other contractors in Government office spaces.

This is a full‐time position, Monday through Friday. Flexibility around core hours.
