Job Description:

The National Planning Activity (NPA) has an opening for a Production Planner/Advanced Planning Support (APS) for ships within CNO Availability Programs.The selected candidate will be a direct report to the Advanced Planning Manager in our San Diego, CA office.The APS provides direct planning management and support involving all major functions, disciplines, and processes of the NPA.Supports the creation and validation of Navy Surface Ship Repair work items generated from work notifications.Validates material identification and estimates, generates Planning Condition Found Reports (PCFRs) and reviews Request for Contract Change (RCCs) and cost analysis to prevent cost increase within each availability.Reviews NAVSEA Standard Items, drawings, technical documents, and physical Ship Checks associated with work notifications.Responsible for defining the scope, methods, and objectives of multiple complex projects.Plans, organizes, and directs multi-disciplined Engineering, Professional and Technical personnel while successfully achieving project objectives.Manages project internal and external communication at all points of customer interface.Provides the first interface with the customer for receipt of assigned work and ensures work is properly scheduled to meet required planning milestones.Ensures and is responsible for proper turnover of the planning package at delivery.Develops project production schedules required to meet established delivery dates for tasks related to U.S. Navy surface ship repair and modernization planning, material procurement, and availability planning services.Manages project efforts associated with both planning product and availability work package development.Monitors contractor resource capacity and existing workload, schedules workflow, and establishes sequences for all assigned tasks.Identifies and applies additional resources to mitigate planning issues that may negatively impact attainment of established product delivery dates or subsequent delays to the planning process.Monitors performance measurements, by port and ship, to maintain planning product quality control, promotes continuous product improvement, and increased efficiencies in product development.Position requires a thorough understanding of the Joint Fleet Maintenance Manual ship repair planning and estimating requirements, U. S. Navy surface ship maintenance and modernization planning processes, use of the Navy Maintenance Database (NMD) and use of the Validation, Screening, and Brokering (VSB) automated information system.All APS personnel will provide shipboard execution support to the Government maintenance team.

Job Requirements/Skill Sets:

Five or more years of experience managing U.S. Navy depot level surface ship maintenance and estimating functions and/or ship maintenance availability management experience is required.Preferred experience includes management or supervisory roles at a Supervisor of Shipbuilding, Conversion and Repair command, Regional Maintenance Center, Navy Central Planning Activity, Planning for Engineering and Repair Activity, and public or private shipyards at the tradesman or shop level.Experience as a Naval Supervising Authority Project Manager or a U.S. Navy Port Engineer is also preferred.Practical knowledge and experience in the fields of financial management, funds administration and personnel management including performance evaluations is also preferred.Project Management Professional Certification (PMP) is preferred but not required.

Education Requirements: A Bachelor of Science degree in an engineering or science field and successful completion of naval technical training schools such as the Naval Academy, a Merchant Marine Academy, Military Class "A" or "C" school, or Apprentice Program is preferred.

Security Clearance /Naval Facility Access : U.S. citizenship required. Must be eligible for and be able to maintain a U.S. Secret Clearance.Must be able to access military facilities, naval shipyards, and private shipyards.
