EXEMPT - LEVEL 13

SALARY $26.82

GENERAL DEFINITION: The purpose of the position is responsible to manage and oversee the operations of services of the Realty Program. Responsibilities includes: negotiates real estate agreements, including acquisition and disposition of properties.

SUPERVISION RECEIVED: Work is performed under the general supervision of the Division Director.

SUPERVISION EXERCISED: Provides direct supervision to the Realty Specialist, Realty Technician, and Administrative Assistant I.

DUTIES:

Manages the acquisition, permitting, leasing, and disposal of: business developments, housing developments, lands (surface and subsurface), schools, manage and oversee the operations of services of the Realty Program.

  • Directs appraisal and inspection of properties and land under consideration for acquisition, and recommends acquisition, lease, disposition, improvement, or other action consistent with the best interests of the Tribe to manage and oversee the operations of services of the Realty Program.
  • Authorizes the maintenance of properties under lease agreements that are controlled by the program to manage and oversee the operations of services of the Realty Program.
  • Consults with individual Indian landowners on trust allotted lands and tribal land assignees to manage and oversee the operations of services of the Realty Program.
  • Negotiates contracts for land and rental of properties to manage and oversee the operations of services of the Realty Program.
  • Establishes short and long-term goals and priorities for the program to manage and oversee the operations of services of the Realty Program.
  • Advises tribal officials on a variety of real estate s activities such as, deeds of trust, land acquisitions and disposals, land assignments, land transfers, leasehold mortgages, leasing of lands, litigation on lease permits, minerals, right-of-way easements, service line agreements, subleasing, and trespass issues to manage and oversee the operations of services of the Realty Program.
  • Processes and prepares all related real estate transactions to manage and oversee the operations of services of the Realty Program.
  • Conducting research, updating information, and approvals in the BIA Trust Assets Accounting and Management System (TAAMS) to manage and oversee the operations of services of the Realty Program.

Administers the Real Estate Services Program to manage and oversee the operations of services of the Realty Program.

  • Develops and oversees procedures for expenditures and income, monitoring progress, reporting procedures, to assure compliance within federal regulations and organization policies.
  • Prepares proposals such as, re-contracting and request for bids/proposals for survey projects to manage and oversee the operations of services of the Realty Program.
  • Organizes, assigns, directs, monitors and evaluates implementation of plans within the program to manage and oversee the operations of services of the Realty Program.
  • Maintains land title records of current ownerships of properties of the Zuni Tribe to manage and oversee the operations of services of the Realty Program.
  • Requests probate actions for finding heirs for trust allotments (to achieve what outcome?).
  • Evaluates the program on an annual basis to manage and oversee the operations of services of the Realty Program.

Performs advisory and planning services for others in the organization to manage and oversee the operations of services of the Realty Program.

  • Consults with the Tribal Council on land disputes and other issues involving properties of the Zuni Tribe to manage and oversee the operations of services of the Realty Program.
  • Advises about land development planning for tribal programs and participates in the organizational planning process for sites to manage and oversee the operations of services of the Realty Program.

Manages and administers fiscal management operations of the program and/or agreements to ensure funds are used appropriately, adequate documentation of transactions is maintained, and assets are safeguarded.

  • Prepares budgets, budget revisions and scope of work for submittal on an annual basis and as need for revision.
    • Reviews and approves all expenditures for the program to ensure accuracy of the cuff account and ensure funding is available to achieve program goals and objectives.
    • Coordinates activities of project through delegated subordinates and establishes budget control system for controlling expenditures.
  • Oversees the development, implementation, reconciliation, and monitoring of the programs cuff account on a monthly basis.
  • Prepares and submits reports on the status, annual reports, activity reports and plans for current and future operations.
  • Plans, implements or amend the Plan of Operation as deemed necessary.
  • Prepares grants for additional funding sources in order to develop new services.
    • Ensure grant information is being collected within the program to submit for funder reporting.
    • Responsible for preparing and submits funding applications to various agencies for continued operations of the program.
  • Prepares and submits written progress reports to funding agencies, and/or Tribal Administrator.
  • Responsible for gathering and analyzing program statistical data and evaluating areas for improvement.

Monitors program activities, program objectives and compliance with all contracts and other applicable regulations to management effectiveness of programs and the efficient use of resources.

  • Monitors and conducts performance evaluations of all supervised staff according to personnel policies.
  • Monitors trainings and certifications of staff to ensure all individual development plans are in place in accordance to related position descriptions.
  • Develops and revises standard operating procedures for structure and activities under the program.
  • Conducts and monitor overall quality of services and performance of staff.

Directly supervise and coordinate program activities to perform program goals and objectives to complying with all funded contracts and other applicable regulations.

  • Maintain staff by recruiting, selecting, orienting and training employees and developing personal growth opportunities.
  • Accomplish staff position results by coaching, counseling and disciplining employees, addressing complaints and complaint resolution.
  • Accomplish program objectives by supervising staff and organizing and monitoring work processes and conducting performance appraisals.
  • Maintain safe and healthy work environment by establishing and enforcing standard operating procedures and adhering to personnel policies and procedures.
  • Monitors operation of the program by developing schedules, assigning and monitoring work, gathering resources, implementing productivity standards, resolving operation problems, maintaining reference manuals, and implementing new procedures.
  • Provide quality service by enforcing quality and customer service standards.
  • Conduct staff meetings to enhance communication among staff related to program goals and objectives.
  • Analyze funding resources, develops new funding sources, and prepares grant proposals.

Performs other related duties as assigned.

  • Assist staff in their absence to maintain daily operation.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS & ABILITIES: Knowledge of Indian land law to manage and oversee the operations of services of the Realty Program. Knowledge of general real estate principles and practices to manage and oversee the operations of services of the Realty Program. Knowledge of Natural Environmental Protection Act (NEPA) regulations along with procedural responsibility of recordation of deeds, mortgages, and title insurance with the Southwest Region BIA Title Plant Office. Knowledge of principles and practices of management, finance and supervision to manage and oversee the operations of services of the Realty Program. Ability to work with the Microsoft Suite like Word, Excel, etc. Familiar with the TAAMS system. The ability to write and verbally communicate clearly. The ability to lead by example and motivate staff. Ability to utilize interpersonal skills to promote and maintain excellent internal and external customer service. Ability to identify and analyze program problems and recommend solutions. Ability to maintain an effective working relationship with staff, tribal programs, BIA Agency and Regional offices, and the general public.

TRAINING AND EXPERIENCE: Bachelors degree in Business Management, Public Administration or a related field with three (3) years work experience in related managerial or administrative responsibilities to demonstrate the ability to perform the duties of the position; and at least one (1) year of supervisory experience.

LICENSE AND CERTIFICATE: Must have a valid New Mexico Driver s License with no DWI/DUI convictions within the past three (3) years. Must be insurable through the Zuni Tribe s vehicle insurance carrier and maintain that insurability throughout the duration of employment. Driving is an essential part of the duties.

PHYSICAL DEMANDS: Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform the work. Regular exposure to favorable conditions such as those found in a normal office. Occasional travel is required. Requires working outside the office environment by conducting site visits.

SPECIAL REQUIREMENTS & WORKING CONDITIONS: Must undergo and successfully pass an extensive background investigation and fingerprinting required by the U.S Department of the Interior, BIA, to have access to their systems. Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment. May be required to work on weekends and in the late evenings.
