Public Service Department is Hiring an Engineer Trainee (Environmental)* OR Assistant Engineer (Environmental) Near Albany, NY

Current New York State employee with one year or more permanent, competitive service or 55b/c service as an Assistant Engineer, Grade 20, OR current New York State employee with one year or more of permanent, competitive service or 55b/c service in a qualifying title and eligible for transfer** under section 70.1 or 70.4 of the Civil Service Law.

Engineer Trainee (Environmental)*, NS-1:
Applicants must have a qualifying*** bachelor’s degree or higher, OR proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and at least one year of full-time engineering experience in sanitary, public health, or environmental engineering.
Assistant Engineer (Environmental), Grade 20:
Applicants must have proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE), AND either: a qualifying*** bachelor’s degree or higher OR at least one year of full-time engineering experience in sanitary, public health, or environmental engineering.
  • Upon successful completion of at least one year of the traineeship and passing the FE exam, trainees may be advanced to the Assistant Engineer (Environmental), Grade 20. Trainees who do not obtain their FE by the end of the two-year traineeship will be removed from the Trainee position.

Duties Description
The Assistant Engineer (Environmental) will work in the Environmental Certification and Compliance Section of the Office of Electric, Gas, & Water (OEGW) and perform engineering duties including, but not limited to:
  • Reviewing electric transmission and generation facility siting applications.
  • Monitoring application review timelines and progress to ensure that statutory deadlines are met.
  • Conducting field investigations and working to resolve applications, permits, and field issues with developers and stakeholders.
  • Communicating with applicants and senior Department staff to ensure applications are proceeding efficiently.
  • Appearing for and on behalf of the Department in administrative and legal proceedings, providing expert testimony, and attending adjudicatory proceedings.
  • Reviewing design drawings and other engineering-related material regarding feasibility, verification, identification, and analyses of environmental impacts associated with construction of major electric transmission and generating facilities.
  • Identifying impractical or unfounded proposed project details and/or construction methods, as well as acceptable levels of impact based on proposed engineering designs.
  • Recommending avoidance, minimization, and mitigation measures through alternative construction methods, practices, or sensible relocation to preclude significant adverse effects on natural or cultural features or for assurance of public safety.
  • Developing recommendations on the appropriateness of waivers and applicable local provisions of zoning and development/constructability laws and regulations that would potentially be unreasonably restrictive to siting construction or operation if applied to proposed major electric transmission and generation facilities.
