Public Service Department is Hiring a Data and Information Technology Project Manager (Manager Information Services), NS-M4 Near Albany, NY

Minimum Qualifications
Bachelor’s degree and seven years of experience* with one or more of the following: data governance including data quality, data privacy, data security, and data compliance, data architecture, data policy, and data software solutions; providing written evaluations, recommendations, and/or implementation plans regarding data-related information technology projects, including knowledge of database design and multiple programming languages, data policies, and best practices in the industry; specifying, reviewing, or implementing data reliability, data efficiency, data quality, data integrity, data standardization and data accessibility plans, programs, and standards; understanding of data custodian (utility or IEDR) architecture and/or access mechanisms; and/or implementing strategies to meet state, federal, and international legal requirements related to data access, privacy, and security.
Candidates should comprehend risk mitigation and compliance and be versed in the intersection between technology and the law as they apply to energy related data. Ideal candidates should have experience with reviewing, specifying, or deploying information technology applications and solutions that exist primarily in the utility and energy company industries. This can include information technologies related to providing access to customer usage data and/or utility system data to support the development of distributed energy resources, community distributed generation, demand response, electrification of transportation, electrification of heating, or energy efficiency.
Ideal candidates should have experience with status quo disruption by way of innovative information technology solutions including the incorporation of innovation technologies into existing infrastructure/technology solutions in landscapes with constraints of various types. In addition, the candidate must possess strong managerial and communication skills including the ability to manage multiple complex projects, often with challenging timelines. This should include the ability to support strategic initiatives within the Department and in coordination with other State agencies, and to develop strategies and oversight mechanisms to improve the outcome of the strategic use of energy related data programs and policies delivered through the Commission’s directives. Experience working for or with utilities and other regulated companies in the energy industry on data systems, information technology initiatives, and data-related policies is strongly preferred, including, but not limited to, experience working with and/or implementing database management, technology improvement operations, coding and programming, data analytics, data sharing, data standards, and/or data frameworks that connect a variety of stakeholders, both internal and external. A keen understanding of the scope, costs, risks, and benefits (of various types) associated with data-supported decision-making and the infrastructure required to enable it would be highly desirable. A master’s degree in information management, computer science, statistics, mathematics, or data engineering is preferred.
  • Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Duties Description
The Data and Information Technology Project Manager (Manager Information Services), NS-M4, will work in the Efficiency, Equity, & Innovation Unit of the Office of Markets and Innovation (OMI) reporting to the Deputy Director over the Unit and will lead the planning and oversight of the information technology (IT) aspects of the Strategic Use of Energy Related Data Proceeding and work with Department leadership to develop future programs and policies that are necessary to achieve the renewable and clean energy goals established in New York’s Climate Leadership and Community Protection Act (CLCPA). Specific duties include, but are not limited to:
  • Developing and implementing the IEDR, including but not limited to constructively engaging and collaborating with the IEDR program sponsor, program manager, and solution architect on the design, development, and operation of the IEDR.
  • Developing and presenting recommendations to OMI Management, senior staff, and the Commission, that balance the numerous and complex issues related to data governance including data quality, data privacy, data security, and data compliance.
  • Maintaining knowledge of existing energy data access mechanisms and the Commission’s Data Access Framework.
  • Providing policy, oversight, and compliance recommendations that relate to IEDR, Data Access Framework, and additional data systems.
  • Evaluating the plans and IT investments of utilities related to the gathering and utilization of energy related data using various analytic lenses such as proposal feasibility, complexity of solution, cost-effectiveness, accuracy of estimates, degree of fit compared to alternatives, timelines required to produce benefits, strategic value, etc.
  • Identifying and determining whether utility data related efforts and IT investments are planned and progressing at reasonable and appropriate levels to effectively meet the needs of State policies, especially regarding time, budget, project requirements, benefit delivery, risk mitigation, and the use of industry best practices.
  • Making recommendations regarding the requirement of communications protocols and other technical standards.
  • Analyzing data issues to solve problems impacting data users’ respective functions.
  • Representing the Department in relevant inter-agency initiatives related to data.
  • Providing overall consultation and project management on other data related efforts supporting the work of OMI.
  • Directly supervising Department staff in the OMI; mentoring and aiding in the development of junior staff to further cultivate subject matter expertise in this area.
Additional Comments

Salary will be commensurate with experience. The primary location for this position is either Albany or New York City, New York with at least 10% travel, which may vary depending on location. If the position is filled in the New York City location, the salary range above would increase by the Downstate Adjustment of $3,400. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.

To support these efforts, the Public Service Commission (Commission) instituted a Strategic Use of Energy Data proceeding in 2020, followed by the ordering of the design, development, and implementation of a Statewide Integrated Energy Data Resource (IEDR) and the adoption of the Data Access Framework. The IEDR will be a single Statewide platform that securely collects and integrates a large and diverse set of energy-related data and shares meaningful information and insights on New York’s energy system to support our clean energy and climate commitment. The Data Access Framework is a single source for Statewide data access requirements which provides uniform and consistent guidance on what is needed for access to energy-related data, including the availability of such data.
