With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a Data Modernization Initiative that will meet critical infrastructure needs and make strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

The recently created Center for Population Health Data Science (CPHDS) is leading the agency’s data modernization. We are building capacity within our team to design and implement a central, interoperable data infrastructure in collaboration with the Division of Information Technology to connect data across our programs and streamline how data is shared with the agency. This infrastructure will power an integrated public health surveillance platform and drive our program effectiveness through integration of real-time data insights. The innovation focused Bureau of Epidemiology Services (BES) supports the agency in its systematic data collection and monitoring, rigorous analysis, and effective data communication. BES seeks to support the agency’s provisions of accurate and timely public health data and optimize data use to inform public health decisions and promote equitable health outcomes.

Job description:

DOHMH is seeking a Product Manager to spearhead the development of data products within our Integrated Public Health Surveillance portfolio. The product manager will determine and oversee delivery of the strategy and roadmap for their products to achieve equitable public health outcomes including the goals set by NYC DOHMH’s Healthy NYC initiative. Their responsibilities include coordinating with colleagues in the Division of Information Technology, as well as stakeholders across key public health programs to set priorities, manage new development and operations, and provide direction and oversight to product teams and other technical support teams supporting the Data Modernization Initiative.

Duties:

• Develop a deep understanding of business goals and processes to inform product priorities and improvement recommendations.
• Develop strong relationships and regularly communicate with product stakeholders to shape the product strategy and surface and prioritize needs.
• Define and execute product vision and strategy, planning, and life cycle management efforts aligned with public health goals.
• Monitor the public health ecosystem and emerging technology trends to inform product strategy and proactively propose new solutions.
• Establish product roadmaps and release plans that satisfy requirements and achieve agency goals and public health outcomes.
• Contribute to translating business requirements into actionable product and technical requirements.
• Continuously monitor and evaluate product performance and proactively champion product improvements.
• Determine skills and resources required for the product team to deliver on the product roadmap.
• Guide the cross-functional development team (including colleagues from IT, data engineering, data science) to scope, plan and deliver work, applying established delivery methodologies (e.g., agile methods) and best practices (e.g., reusability).
• Proactively identify and resolve blockers to achieve business objectives for the product, including technical and resourcing challenges.
• Ensure alignment and adherence to City/Agency, financial and IT standards (e.g., architecture, compliance, security).
• Increase adoption and consumption of product capabilities.
• Manage investment decision making and finances for the products, taking a return-on-investment approach to increasing the value while minimizing product costs.
• Serve as product manager for multiple, related products.
• Define, track, and communicate relevant KPIs for the product to measure performance and contribution to business goals and strategy.

Qualifications:

REQUIRED

• 3 years of product management or related experience.
• Bachelor’s or Master’s degree (or equivalent experience).
• Understanding of public health and population health data.
• Ability to lead cross-functional teams and work collaboratively across diverse and matrixed stakeholders.
• Ability to surface, prioritize, and balance multiple stakeholder priorities.
• Strong project management skills to manage multiple projects and deadlines simultaneously.
• Demonstrated success in defining and building data and technology products.
• Excellent problem solving and analytical skills, including experience leveraging data to inform decision making.
• Demonstrated ability to communicate complex technical information effectively to various stakeholders verbally and in writing.
• Ability to adapt and respond to changes due to emerging public health needs and priorities.
• Salary - $150,000-$150,000

ADDITIONAL DESIRED QUALITIES

• Background in public health is preferred
• Preferred technological proficiency: HTML, JavaScript, DataWrapper, GitHub, SAS, R, bash
• Preferred experience: Interpreting, analyzing, and drawing conclusions from epidemiological and other public health or publicly sourced data
