Program Description:

With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

Summary of Position:

DOHMH has an opening for an IT Business Analyst within the Technology Strategy and Project Management bureau. This bureau provides exemplary project management, business analysis, vendor management and product support services to define and deliver IT solutions that meet the business needs of our partners throughout the agency. Bureau staff collaborate across the agency to conduct core business analyses of operations and recommend the most appropriate IT solutions; lead the IT governance process from project intake through the entire software development lifecycle; lead efforts in technology contracting and procurement processes; implement products in secure, flexible and scalable infrastructure; and provide excellent Level 2 product support for all IT systems. 

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

Specifically, the IT Business Analyst will:

The Business Analyst is “an agent of change” where they will statistically analyze large data sets to identify effective ways of boosting organizational efficiency. From leveraging data analytics for assessing processes and determining requirements to deliver policy recommendations, business analysts fill the vacuum between enterprises and their IT departments with actionable, data-driven insights that improve decision-making capabilities. This role relies on business analysis experience, and sound judgment to plan and accomplish goals. To successfully deliver this project, the following duties will include but not be limited to:

  • Engages with clients to define the project scope.
  • Assists planning timeline and resources needed for project.
  • Meets with prospective clients to determine requirements.
  • Defines and documents functional and non-functional documentation.
  • Assists managing projects, develops project plans, and monitors performance.
  • Identifies goals, develops best practices for data collection, and analyzes current processes so that they may be improved to the greatest extent possible.
  • Assesses inputs from stakeholders, analyzing a situation, and selects the right plan of action.
  • Evaluates business processes, anticipates requirements, uncovers areas for improvement, and develops and implements solutions.
  • Leads ongoing reviews of business processes and develops optimization strategies.
  • Conducts meetings and presentations to share ideas and findings.
  • Performs requirements analysis.
  • Documents and communicates the results of efforts to IT, leadership, and stakeholders.
  • Gathers critical information from meetings with various stakeholders and produces insightful reports.
  • Works closely with project manager, cross functional teams, developers, and managerial staff.
  • Prepares and conducts surveys, workshops, and test.
  • Ensures solutions meet business needs and requirements.
  • Stays current on the latest Human Resources processes and IT advancements to automate and modernize systems.
  • Performs user acceptance testing UAT.
  • Updates, implements, and maintains procedures.
  • Prioritizes initiatives based on business needs and requirements.
  • Serves as a liaison between stakeholders and users.
  • Manages competing resources and priorities.
  • Understands organizational practices and Human Resources Management.
  • Serves as Subject Matter Expert SME for HRIS enterprise solution.
  • Monitors deliverables and ensures timely completion of projects.
  • Provides leadership, training, coaching, and guidance to junior staff.

Qualifications and Requirements:

  • 5 years of experience in a role as a business analyst or related field.
  • The ability to influence stakeholders and work closely with them to determine acceptable solutions.
  • Exceptional analytical and conceptual thinking skills.
  • Advanced technical skills.
  • Excellent documentation skills.
  • Experience creating detailed reports and giving presentations.
  • Competency in Microsoft applications including Word, Excel, Visio, Project, and Outlook.
  • A track record of following through on commitments.
  • Excellent planning, organizational, and time management skills.
  • Experience leading and developing top-performing teams.
  • A history of leading and supporting successful projects.
  •  Salary: $100,000 - $100,000

Additional Desired Qualities

  • Experience working with the public health sector and coordinating projects involving multiple stakeholders.
  • Experience working with City of New York agencies is a plus but not mandatory.
  • Public health experience is a plus, but not mandatory.
  • Excellent critical thinking and problem-solving skills.
  • Excellent written, oral, and interpersonal communication and leadership skills.
  • Strong analytical skills and ability to manage and report complex information.
  • Strong technical skills, and aware of the latest trends in technology to be able to develop the best solutions for the project teams.
  • Experience with data collection, analysis, and interpretation.
  • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.
  • Ability to prioritize and work in fast-paced environment with hard deadlines.
  • Experience summarizing findings and preparing reports and publications for internal and external distribution.
  • Ability to work independently and as part of a team.
  • Adaptable and flexible with managing change.

Additional Information:

  • This is a temporary grant-funded position ending in November 2027.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
