Public Health Solutions is Hiring a GIS Administrator Near Long Island, NY

With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

The Epidemiology Division and it’s Bureau of Epidemiology Services (BES) support the department in its systematic data collection and monitoring, rigorous analysis, and effective data communication. BES seeks to support the department’s provisions of accurate and timely public health data to inform decision-making, to optimize data use, and to ensure accurate analysis of health data.

Job description:

DOHMH has an opening for a GIS Administrator who will be responsible for the development and execution of data visualization projects that center on health equity and contribute to DOHMH’s Data Modernization Initiative. This includes the creation of data dashboards, web visualizations, and mapping projects as well as developing processes, tutorials, and tools to support data modernization practices among DOHMH staff. Data analysis would draw on large, constantly changing, often uncleaned datasets and require experience with data manipulation and visualization, creating maps, and developing software tools, educational materials, and trainings.

Duties:

  • Collaborate with a wide range of DOHMH staff and outside experts to develop and maintain data management software tools, processes, and documentation that contributes to the modernization of data analysis processes at DOHMH. This includes participating in collaborative software development via Github.
  • Use mapping and statistical software (e.g., GIS, Python, SQL Server, R) to clean, manage, and analyze data and create maps and tools.
  • Collaborate with other divisions to execute both basic and complex data and mapping analyses.
  • Manage and manipulate large, complex, uncleaned, and constantly changing data sets and databases.
  • Examine the integrity and comparability of data.
  • Provide routine data maintenance on established data sources.
  • Prepare static and interactive maps and dashboards for internal & external audiences.
  • Create and/or manage the creation of charts, maps, and tables for websites, reports, and social media using graphics platforms and data visualization tools, adhering to DOHMH visualization guidelines.
  • Conduct trainings and workshops on GIS, Linux, and other software tools to build workforce capacity and modernization of data analysis processes.
  • Create documentation for all work products.

Qualifications:

REQUIRED:

  • A master’s degree from an accredited college or university.
  • Ability to create spatial datasets and perform geographic data processes on spatial data.
  • Possession of strong analytical / statistical skills used in evaluating and analyzing spatial data.
  • Expertise in programming languages for data analysis, such as R and Python.
  • Expertise with software development and data analysis in Red Hat Enterprise Linux environment and bash.
  • Proficiency with git and Github for version control and collaborative software development.
  • Proficiency geocoding with DCP’s GeoSupport software.
  • Experience working with NYC spatial data, NYC Open Data, and other NYC-centric datasets.
  • Experience with mapping US Census data and querying APIs.
  • Experience producing high quality error-free maps and data visualization products and analytic deliverables in high-pressure contexts.
  • Ability to work independently with strong attention to detail and data quality checks.
  • Salary - $100,000 - $100,000

ADDITIONAL DESIRED QUALITIES:

  • Excellent communication (verbal & written) and interpersonal skills.
  • Proficiency with QGIS or ArcGIS.
  • Experience managing a research project.
  • Experience working with Protected Health Information or other confidential data sources.
  • Interpreting, analyzing, and drawing conclusions from epidemiological and other public health or publicly sourced data.
  • Strong analytical skills and ability to manage and report complex information.
  • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.
  • Ability to prioritize and work in fast-paced environment with hard deadlines.

Additional Information:

  • This is a temporary grant-funded position ending November 2027.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be required to reside in the Tri-State Area (New York, New Jersey, and/or Connecticut).
  • This individual will be expected to work non-business hours during emergencies.
