JOB OVERVIEW:

The TANF Coordinator maintains strong collaboration systems and protocol with County Assistance Offices (CAOs) to effectively serve the childcare needs of families receiving Temporary Assistance for Needy Families (TANF) and other low-income families in Delaware County. This position is responsible for establishing regular, proactive communication and cross-agency workflow between these agencies to ensure families receive timely and client-centered help locating care and resolving eligibility and payment issues. The TANF Coordinator collaborates closely across the Family Services team to confirm adherence to established timelines of intake, eligibility, and referral and to deploy a specialized approach for priority clients. This position is supervised by the Family Services Manager and primarily operates out of the Early Learning Resource Center office.

RESPONSIBILITIES:

  • Support Family Services Manager in implementing and monitoring protocol to maintain and process eligibility forms for all TANF clients timely and accurately.
  • Ensure processing of intake from the CAOs and transfer complete eligibility determination files via electronic batch files from eCIS.
  • Establish processes to support timely and supportive family navigation of intake procedures in transitioning to ELRC services, including obtaining necessary documentation without family burden, and monitor adherence to the process.
  • Ensure attentiveness to CCW regulation for all priority groups, including TANF, Former TANF, Families Experiencing Homelessness, and Teen Parents, and family intake approach demonstrates knowledge of such regulations.
  • Ensure the maintenance of complete files through regular monitoring and reporting and files reflect adherence to correct CCW regulations regarding intake, eligibility, care hours, and payment rate calculation.
  • Be responsible for the quality control of all caseloads.
  • Be responsible for working collaboratively with other department Specialists and the Family Services Manager to promote client-centered services and participation of families in all ELRC services and in access to meaningful community resources.
  • Work with the Family Services Manager to ensure compliance with OCDEL regulations and timeframes and to conduct regular compliance monitoring, quality control activities, and outcomes reporting for team performance.
  • Support the Family Services Manager in implementing protocol to ensure staff perform case management deliverables and meet ELRC objectives for family engagement.
  • Complete ongoing required and growth professional development to remain current on ELRC policies and procedures, to understand the scope of resources available to regional families, and to develop internal and external collaboration to promote access to the full scope of resources.
  • Develop reports as necessary.
  • Perform additional duties as assigned.

SKILLS:

  • Working knowledge of personal computers and networked systems and their use and application for database management, tracking, and reporting

  • Preferred: Knowledge of early care and school-age systems, public social services, and/or public funding (e.g. Child Care Works, Pre-K Counts, Head Start)

EXPERIENCE:

  • Three years of work experience, preferably in early care/education, school-age programs, or human services, involving some collaborative interagency work
  • Preferred: Experience in outreach, needs assessment, planning, marketing, or public speaking

EDUCATION:

Must meet one of the following qualifications:

  • Bachelor’s degree in early childhood education
  • Bachelor’s degree in a related field, plus experience working in early care or school-age programs and/or a related field
