As one of the largest and most comprehensive public health organizations in the nation, we are at the forefront of research and innovations to improve the efficacy of public health statewide, nationally, and internationally.SUMMARY:The Compliance Quality Control Specialist II (CQCSII) has the temporary responsibility of addressing delinquent cancer reporting backlogs at selected reporting facilities within the Cancer Registry of Greater California (CRGC) catchment. This position also has the temporary responsibility of performing casefinding by reviewing pathology reports, electronic medical records, medical record disease index, and other casefinding documents; then, abstracting identified reportable cases to efficiently bring the reporting facility in alignment with California Cancer Registry (CCR) cancer reporting timeliness and completeness standards. Reporting to the Data Quality Control Director/Facility Compliance Officer, this position is expected to consistently abstract and code information following state mandated guidelines and must maintain at least a 97% abstracting and coding accuracy.The CQCSII will also assist with reporting facility and e-Path compliance activities, including but not limited to: monitor reporting facility completeness, ensure that any reporting facilities delinquent in meeting the CCR completeness standard is placed on an Action Plan and ensure the Action Plan is monitored until the backlog of case reports has been completed, update the database management system and Facility X Point with reporting facility profile information, support CRGC E-Reporting Director with e-Path reporting activities, and other reporting facility compliance activities as necessary.This is a high productivity position, and the incumbent must be able to maintain productivity goals. This is a reading-intensive position as nearly all aspects of this position are performed on a computer and from reading online source material. The incumbent must be able to work independently.This is a regular full-time position located in Sacramento, CA. This position allows for remote work and is expected to work during core business hours for the Pacific time zone. Some travel to conduct on-site work at the reporting facilities or pathology laboratory may be required.Employment Type: Full TimeFull salary range for this position: $82,124 to $121,378 per year. The typical hiring range for this position is from $82,124 (minimum) to $101,751 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, as well as budget availability.Essential Duties & Responsibilities include the following:Review casefinding documents such as Medical Record Disease Indices (MRDI) and other online casefinding sources to determine state, and national case reportability.Abstract and code data from electronic medical records according to California specific guidelines, as documented in Cancer Reporting in California, Volume I.Accurately interpret and code American Joint Committee on Cancer (AJCC) TNM, Extent of Disease (EOD), ICD-O-3 coding, Solid Tumor Coding Rules, and the Hematopoietic reporting requirements.Maintain a clear understanding of Cancer Reporting in California, Volume I.Abstracts for assigned reporting facilities within the CRGC catchment, delinquent in cancer reporting.Monitor the reporting facility completeness for all CRGC reporting facilities and ensure the facility contacts are current.Update and issue the CRGC Completeness Form as required.Update and issue the Reporting Facility Abstractor Information Form, as required.Proactively monitor reporting facility timeliness and completeness compliance and elevate concerns to Facility Compliance Officer in a timely manner.Issue Action Plans for facilities that are behind in meeting CCR Timeliness and Completeness standards.Update the Actual Case Counts and the Expected Case Counts in the database management system.Update reporting facility profile information in the CRGC Facility X Point database, including completeness case counts and posting Completeness forms and Abstractor Information forms.Work with the CRGC Reporting Facility Compliance Officer, the CRGC Program Administrator and the reporting facility contact to ensure the agreement language to temporarily perform casefinding and abstracting responsibilities is an accurate reflection of the scope of work and consistent with current CRGC agreement language.Work with reporting facilities that are transitioning abstracting vendors, to ensure the new abstracting vendors are aware of California cancer reporting requirements, as documented in Volume I.Inform the CRGC and CCR contacts maintaining the Constant Contact distribution lists of new abstracting/registry personnel names for inclusion.Assist the Reporting Facility Compliance Officer with identifying and approving GoAnywhere users (currently there are 2 account holders per reporting facility), also working with the CRGC GoAnywhere Administrator.Provide monthly Compliance Report and status of reporting facilities to Facility Compliance Officer.Support CRGC E-Reporting Director with e-Path reporting compliance utilizing e-Path CTQ Reports (Completeness, Timeliness, and Quality).Perform data quality related activities when required.Take online coding tests and review results and rationales as part of the training and continuing education processes.Meet quality standards while also meeting productivity standards.Attend scheduled meetings to stay current on procedural changes.Conduct on-site work at the reporting facilities or pathology laboratory as required.Perform other duties as assigned.Minimum Qualifications5 years' experience in a broad range of cancer registry functions, including case identification, abstracting, coding, and quality control activities. Abstracting either regional registry, hospital, contract, or combination abstracting accepted.Bachelor's degree in a health-related field, or substitute with four additional years of related experience.Credentialed by the National Cancer Registrars Association (NCRA) as an Oncology Data Specialist (ODS).Desired QualificationsMust maintain at least 97% abstracting and coding accuracy.Must have solid understanding of California cancer reportability requirements.Knowledge of cancer therapy, Extent of Disease, ICD-O-3 coding, Solid Tumor Coding Rules, cancer reporting in California utilizing Volume I and the Hematopoietic reporting requirements.Excellent knowledge of medical terminology, medical procedures, anatomy and physiology and the cancer disease process.Experience with electronic medical records (EMR) preferred.Able to work independently and be a self-starter; work with minimal supervision to meet daily, weekly, and monthly production deadlines.Detail oriented and an ability to summarize information quickly and accurately from patient medical records.Must have excellent interpersonal, verbal, and written communication skills.Must have access to available and reliable transportation and have the ability to conduct on-site work at the reporting facilities or pathology laboratory as required.Must be able to pass the background check required for this position.FAIR LABOR STANDARDS ACT (FLSA) STATUSThis position is classified as exempt based on the job duties.
