Wyandotte County Public Health Department Environmental Inspections is working with the Public Works Department to assess the sanitary needs of the county. Environmental Inspections is in the process of trying to identify underserved areas with no access to city sewers, but insufficient means for a private on-site wastewater management system (septic). Environmental Inspections is trying to identify densely populated areas without access so benefit districts can be identified for city sewer expansion. Environmental Inspections is also working on identifying properties that are on septic but are inaccurately being charged a wastewater fee from the Board of Public Utilities. Once identified, Public Works and Environmental Inspections will be able to assist our community members with removing that fee off their bill. Our long-term goal overall is to increase access to city services, reduce the overall cost of wastewater management, and increase our ability to provide safe and healthy means of disposal. This will benefit our community by having safer and more affordable housing throughout Wyandotte County as well as supporting the Community Health Improvement Plan (CHIP).

Position Summary

The Wastewater Management Analyst position will serve at the Wyandotte County Public Health Department. This member will be responsible for digitizing historical records, entering them into our shared system Lucity and using that data to identify underserved, densely populated areas without city sewer access. That data will be communicated with other departments in the organization to establish short-term and long-term solutions. This member will be able to help community members lower the cost of their utility bills that are identified to have a septic system.

Members will serve in the office during normal business hours (Monday – Friday, 8:30 am – 5 pm). The members’ service time starts on an agreed date until the end of their service year or as otherwise stated.

Benefits

Members of the WYCO Public Health AmeriCorps program have the following benefits: the Segal Education Award, a living allowance, member assistance program, student loan deferment and forbearance, college and university match, and professional development training. Currently, the program is not offering any member slots greater than half-time; this includes full-time and three quarter-time; therefore, there are no benefits for health insurance and childcare benefits as stated in other Public Health AmeriCorps programs throughout the country. Members will gain experience and knowledge in non-clinical Public Health, local government regulation, and waste management. Mileage reimbursement when applicable, modern office environment, and networking opportunities. They will gain experience with large project management as well as multi-organizational teamwork.

Essential Functions

The Wastewater Management Analyst will build the Unified Government’s ability to serve the sanitary needs of Wyandotte County. This will be accomplished by adding historical records to current to get a better overall picture of need and using that data to identify underserved populations with greater risk of unsanitary living conditions.

Activities AmeriCorps members will complete are (additional activities assigned will require review and approval by WYCO Public Health AmeriCorps Program Director):

· Have timely attendance and adherence to hours as scheduled.

· Commit to service for the full-service term, serving the total commitment of hours within terms.

· Ensure monthly reports and timesheets are turned in on time.

· Attend the following meetings:

o Weekly one-on-one meetings with Site Supervisors

o Monthly one-on-one meetings with WYCO Public Health AmeriCorps Program Supervisor

o Monthly in-person team meetings at the Health Department (every 2nd Thursdays of the month)

· Participate in Community Partner meetings.

· Complete the following required trainings:

o HIPAA, Health Equity Action Transformation (H.E.A.T), and all required AmeriCorps Kansas Trainings.

o Lucity Tutorial and Walk Through with Alfred Benesch & Co.

· Digitalize historical records and entering them into our shared system, Lucity

· Data analysis to identify underserved and densely populated areas without city sewer access

· Communicate and partner with other Unified Government departments to establish short-term and long-term solutions

· Assist Environmental Inspections Supervisor with research and data collection

Minimum Qualifications:

· Be at least 17 years of age at the commencement of service. If an individual is under 18, parental consent is required to participate in an AmeriCorps Kansas Program.

· Have a high school diploma, diploma completion certificate/GED, or agree to obtain such before using the education award.

· Be a citizen, national, or lawful permanent resident requirement.

· Satisfy the National Service Criminal History Check eligibility criteria.

· Be available Monday through Friday between 8:30 am – 5:00 pm.

Preferred Qualifications:

· Experience with Adobe and Microsoft Office Programs.

· Good written and verbal communication.
