Directs all Accounting", Treasury, tax, and statutory reporting activities for Providence Health Plan and affiliates. This includes but is not limited to financial oversight for multiple legal entities. Responsible for accurate and timely completion of statutory and tax reporting. Directs activities surrounding general ledger set-up to ensure accurate reporting of multiple entities, accounting for new lines of business, and accounting requirements associated within regulatory requirements. Directs activities surrounding cash management, revenue, receivables and liabilities, internal audit (MAR), and is the business owner for financial audits.

MAJOR CHALLENGES:

Consolidating the accounting functions of separate companies, including, but not limited to, consolidating staffing, use of multiple accounting software packages and developing new policies and procedures for all accounting and cash management functions.

Providing financial insight and leadership for future mergers and acquisitions as well as financial turnaround activities for existing entities.

Maintaining up to date knowledge and ensure compliance with all accounting (GAAP and SAP), regulatory and tax requirements relating to financial reporting in both Oregon and Washington in an ever tightening regulatory environment.

ESSENTIAL FUNCTIONS

• Directly oversees Accounting, Ledger maintenance, Banking, , non-premium accounts receivables, and Statutory/Tax Accounting. Oversees leaders in each of these areas.

• Directs all monthly accounting activities required in order to generate accurate and timely monthly financial statements for all entities and divisions within Providence Health Plan.

• Responsible for the integrity and accuracy of the general ledger related to Providence Health Plan and affiliates.

• Directs all activities associated with the completion of accurate quarterly financial statement reporting requirements to the Office of the Insurance Commissioners in the States of Oregon and Washington.

• Responsible for setting all accounting policies, procedures and processes, and ensuring policies are implemented.

• Responsible for monitoring tax considerations and preparations of all tax entries.

• Responsible for directing all financial reporting software conversions.

• Directs the completion of monthly reporting by Informatics. Responsible for ensuring accounting department is working in conjunction with Financial Informatics in order to assure accuracy among various revenue and liability projections.

• Responsible for ensuring ongoing communication, policies and procedures are in place between Informatics, Membership Accounting, and Accounting departments so there is integrity to revenue and benefit expense monthly reporting.

• Responsible for all banking relationships for multiple operating and investment accounts within the various divisions of the health plan. Responsible for ensuring the most cost effective and efficient banking structures are in place for the Plan.

• Directs all activities related to timely reinsurance filings.

• Develops and directs, through subordinate supervisors and managers, the accounting and recording of financial transactions.

• Responsible for appropriate staffing, training, and directing all activities within the Accounting area.

• Responsible for the development and achievement of the Accounting budget.

• Develops and monitors department performance standards.

• Manage and represent Accounting in projects impacting accounting including system upgrades, conversions, implementation of new products and new business requirements.

• Develops individual objectives and standards consistent with the PSJH management system.

• Performs other work-related duties and special projects as assigned by Chief Financial Officer

• Directs all health plan audit activities with external as well as internal auditors and the Insurance Commissioner's office.

QUALIFICATIONS

• Bachelor's Degree in Accounting.

• CPA (preferred)

• 10 or more years of Accounting experience

• 7 years of management experience

• Accounting experience in the insurance industry and multi-entity reporting

• Experience directing others through promoting teamwork, group decision making, delegation, training, and coaching

• Thorough knowledge of GAAP accounting principles, procedures and methods

• Thorough understanding of Statutory accounting principles, procedures and methods

• Excellent analytical skills

• Knowledge of Insurance Code and regulatory reporting requirements for both Oregon and Washington

• Proficiency in spreadsheet software packages

• Excellent communication skills including written, verbal," and listening

• Excellent presentation skills

• Excellent project management skills.
