THE ROLE

In partnership with the Executive Medical Director, the Executive Director is accountable for leadership, direction and implementation of the Cancer Institutes for Providence Saint John's and St. Joseph Burbank, including development and implementation of a strategic plan in collaboration with aligned and independent stakeholders in Coastal Service Area and San Fernando Valley Service Area.

Transform delivery of clinical care – Develop and implement program strategies that will provide an exceptional patient-centered experience by developing a seamless care delivery system and innovative care models to improve quality outcomes, reduce unnecessary clinical variation, improve coordination across the continuum, and help implement care consistent with state and national clinical guidelines.

Create enduring alignment with physicians, researchers and clinicians – Create internal and external provider alignment strategies that strengthen seamless and innovative care delivery and achieve the Triple Aim: improved quality, affordability and customer experience.

Thrive under new reimbursement models – collaborate with Finance and Managed Care to develop program strategies and partner with payers, purchasers and providers to develop reimbursement models that advance seamless and innovative care delivery by rewarding quality, care coordination and value.

Enhance access by improving affordability – Develop and implement program strategies to enhance access to care, clinical effectiveness and improve healthcare affordability by providing value-based care across the continuum and reducing overall administrative and care delivery expenses.

Grow to meet community needs – Create and implement strategies to serve more people throughout the continuum of care via appropriate growth and development of programmatic services in existing and new markets.

ESSENTIAL FUNCTIONS

  • Develop and successfully implement the Cancer Institutes' Strategic Plan including ministry and market-specific growth plans, capital planning and resource allocation across the continuum, in collaboration with Regional, Ministry and physician leadership and other key stakeholders.
  • Develop and implement a physician alignment and growth strategy across Coastal and San Fernando Valley Service Areas, including medical foundations, medical groups, IPAs, and independent practices.
  • Develop and oversee Cancer Institutes program operating and capital budgets
  • Develop and maintain a balanced scorecard to monitor and measure key program goals and outcomes, including Triple Aim goals (improved quality, affordability, experience), program growth, physician alignment and growth, and other goals that may be established.
  • Assess market and determine areas of opportunity/threat within program. Based on analysis, develop recommendations for program and service development or expansion.
  • Evaluate Cancer Institutes programs and services across the continuum. Identify gaps and develop a plan to fill these gaps through developing new programs or collaborating with other organizations.
  • Collaborate effectively across all Cancer Institutes clinical programs to develop and/or enhance programs and service delivery in a coordinated way to best serve patients and the community.
  • Responsible for the development and/or implementation of evidence-based, best practice clinical protocols across the organization, in collaboration with Divisional and System collaboratives, to improve health outcomes across the continuum.
  • Work with key administrative and physician leaders to gain consensus. Provide appropriate support for implementation in conjunction with key stakeholders.
  • Collaborate with Finance and Managed Care to develop new financing models to connect program strategies in support of affordability, high quality and coordination of care (e.g., bundled payments).
  • Collaborate with clinical operations to assure the effective and efficient delivery of services including patient satisfaction, physician satisfaction, quality, workforce planning, and standardization.
  • Responsible for development of tumor site clinical programs in collaboration with Executive Medical Director and in coordination with the site-based Cancer leaders and each organization's respective ELTs.
  • Defines clinical services based on market and data analysis, identifies greatest opportunity, and recommends appropriate infrastructure required to support new services and/or models of care.
  • Develop and coordinate program strategies for delivery of outreach services, including telehealth.
  • Represent program as a government, business and community liaison.
  • Represent services line/programs on key System, Division and Ministry committees to formulate strategies and tactics to achieve clinical performance improvement in health care delivery.
  • Establish priorities for program marketing development and outreach designed to support growth.
  • Develop and implement research strategies within program, monitor financial and scientific outcomes.
  • Identify strategic philanthropic priorities and partners with Foundations to achieve targeted goals.
  • Negotiate and maintain directorship, consultant and other physician agreements.
  • Assures that all regulatory requirements for the Cancer Institute's program are within compliance.
  • Partner with Philanthropy in raising funds to support strategic initiatives.

QUALIFICATIONS

  • Bachelor's Degree in Health care, Business, or related field.
  • Master's Degree in Health care, Business, organizational leadership or related field (preferred).
  • 5 years of progressive management experience in healthcare, preferably with in-depth knowledge specific to clinical program areas across the continuum.
  • 5 years of experience leading teams, group facilitation, event management and project management.
  • Demonstrated experience and success developing and implementing innovative clinical program growth strategies, physician and payer alignment, and consumer engagement models in a highly competitive and complex market environment.
  • Experience building clinical programs across the continuum of care, including ambulatory, acute and post-acute care, medical group, home and community-based sites.
  • A team player with strong interpersonal and communication skills; track record of developing collaborative and effective working relationships with physicians, clinicians, management, colleagues and peers; ability to motivate, lead and influence others to implement key strategies.
  • Knowledge and understanding of emerging health care, market and technology trends, including forces influencing the growth, utilization and delivery of cancer services.
  • Leadership skills including ability to prioritize and organize work; flexibility and agility to process information and adapt quickly to a changing healthcare environment; create goals and accountability; lead projects from concept to implementation in a timely manner; and achieve results.
  • Demonstrated experience creating a culture of excellence, including quality and service improvement.
  • Strong customer focus with physicians, management, colleagues, internal and external stakeholders.
  • Financial management skills including healthcare budgeting and financing, pricing, revenue optimization, reimbursement and payment models, and cost management.
  • Team training and facilitated leadership skills.
  • Familiarity with business intelligence tools including benchmarking best practices, data tracking and monitoring outcomes; experience developing and implementing balanced scorecards. Understands the importance of data quality, transparency and privacy concerns.
  • Skills in change management, Six Sigma, Lean and/or other continuous performance improvement techniques.
  • Understand and be comfortable in a complex matrix structured organization.
  • Strong professional ethics including a commitment to advance Saint John’s, St. Joseph Burbank and Providence’s Mission, Vision and Core Values.
  • Must possess strong self-motivational skills and be able to function independently without direct supervision while involving and requesting assistance from various leaders as appropriate.
  • Strong strategic planning, business development, physician relations, project management and business skills. Strong communications, interpersonal relations and team building skills are a requirement for internal and external purposes.
