The Safety Basis Review Subject Matter Expert (SME) will have responsibility for the execution of the work scope below: SCOPEPerform as a subject matter expert (SME) on the ORP Safety Basis Review Team and (SBRT)Assist the Safety Basis Review Team and (SBRT) Leader in the role of expert reviewer during DOE’s review and comment resolution of the Hazard Analysis (HA), Preliminary Documented Safety Analysis (PDSA), Documented Safety Analysis (DSA) development and PDSA changes performed, and other supporting documents to meet Hanford safety basis needs.The SME will provide review capabilities in support of DSA revisions and DSA supporting documents. These DSA activities are to be reviewed to follow WTP procedures and similarly aligned with other Government agency regulations or procedures. The SME review is particularly important to provide sufficient technical bases for eventual DOE approval of the WTP DSAs in DOE Safety Evaluation Reports (SERs).QualificationsQUALIFICATION REQUIREMENTSEducation – BS/BA degree in engineering, science, or business management.Experience – Nine (9) years of directly applicable experience in applying relevant theories, principles, and practices to tasks, problems, and issues.Knowledge of accepted industry standards;Senior Certification as Safety ProfessionalExcellent written and oral communication skillsDemonstrate familiarity or relevant experience or ability to perform under Hanford or other government agency procedures.Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings.U.S. Citizenship. DELIVERABLESWork products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Safety Basis Review Subject Matter Expert (SME) shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below:Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor.Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include:Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period.Work schedule for Contractor employees, to include any leave taken. TRAVELTravel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. LOCATIONWork shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position may be telework or remote eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO).
