Project Enhancement Corporation (PEC) is Hiring a Special Nuclear Material (SNM) Characterization and Material Control Accountability (MC&A) Consultant Near Germantown, MD

Location: Germantown, MD

The Special Nuclear Material (SNM) Characterization and Material Control and Accountability (MC&A) supports the Office of Security Assistance (EHSS-52), Office of Security (EHSS-50) at the Department of Energy (DOE) in Germantown, MD. The position requires an active Top Secret (TS) or "Q" security clearance. This is a part-time position.

Responsibilities:

  • Provides technical assistance and support to field and Headquarters elements for Special Nuclear Material (SNM) Characterization and Material Control and Accountability (MC&A).
  • Supports the development and maintenance of nuclear and radiological materials databases and assists in EHSS MC&A policy development and analyses.

Required Qualifications:

  • Bachelor’s degree from an accredited university or college in an appropriate discipline or other relevant discipline; however, a master’s degree is desirable.
  • Minimum of twenty (20) years of experience in a specific subject area or discipline related to the statement of work, including ten (10) years of specialized experience in health and safety management, safeguards and security or regulation. The individual provides expert, independent services, on an as needed basis. The individual must demonstrate experience and knowledge in their qualified area working with Government programmatic personnel in project planning and development, and understanding of cost, scheduling, and control measures.
  • Ability to provide well-written and concise analytical reports and to include recommendations using sponsor formats; reports should provide sufficient detail to enable the government to make informed decisions.
  • Ability to work independently with limited guidance.
  • Demonstrated ability to prioritize and manage multiple tasks and subject areas.
  • Ability to work at office in Germantown, MD as required.
  • Ability to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • DOE site access will require the qualified candidate be a U.S. citizen with an ACTIVE DOE Q security clearance or DOD TS equivalent. The candidate’s written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Pre-employment and ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.

Desired Qualifications:

  • A master’s degree is highly desirable.
  • Familiarity with DOE program office procedures and tracking systems.
