We are seeking a Cost Estimating/Proposal Manager to work out of our Manassas, VA office This person will provide knowledge and expertise in applying principles, theories and methods of cost estimation and analysis in support of Government solicitations for both R&D and Production efforts. Develop processes that are compliant with DFARS Cost Estimating System Requirements. This position works closely with the engineering, financial, manufacturing and supply chain teams. This position will have two main areas of responsibility: Estimating System and Proposal Management.
Duties and Responsibilities
- Maintain standardized processes for estimating, including methodology (metrics, standards, conventions) and capture management
- Standardize templates for typical proposal documents such as WBS, proposal schedule, and BOE language
- Create a process for maintaining proposal libraries, including proposal archive, past performance, and boilerplate information
- Conduct and Document internal audits and controls, including integration with other business systems (Purchasing, EVMS, Accounting)
- Prepare and conduct training to maintain compliance
- Develop process for continuous maintenance and improvement of the estimating system, including analysis of performance vs estimates
- Evaluate and implement tools/processes to improve capture methodology
- Review solicitation documents and understand scope of work to bid
- Read and interpret solicitations to identify critical items required for compliant responses and create proposal outlines, schedules, and compliance matrices
- Review/QA BOEs and proposal volumes for RFP and estimating system compliance
- Facilitate the compilation of proposal assumptions
- Develop a process to ensure key program milestones are established and provided to the estimators as part of the budgeting kickoff meeting
- Develop a process to track all of the proposal action items/responsibilities and document decisions made
- Monitor Performance Against the Proposal Schedule to Ensure Intermediate Milestones are met
Knowledge, Skills and Abilities
- Excellent written and verbal communication skills
- Highly proficient in Word and Excel
- Problem solving, prioritization and time management skills
- Experience in documenting policies and procedures is a plus
- DoD proposal/estimating experience a plus
- Experience with DoD solicitations and knowledge of Mil Std 881 is a plus
- Experience with ProPricer is a plus
- Experience with EVMS is a plus
Education/Experience
- Bachelor’s Degree in either a business or technical field
- Minimum of 5 years of proposal/estimating experience
This position requires the applicant to obtain and maintain a DoD Clearance.
