Department Description
Under the direction of the Integrity and Compliance Officer, the Financial Administrator will assist with the day-to-day administration and operations of the Office of Integrity and Compliance. The incumbent of this position will provide information, advice and counsel to the Integrity and Compliance Officer, and keep the Integrity and Compliance Officer informed on the status and progress of ongoing investigations in the Office of Integrity and Compliance and the Office of Internal Audit.The Financial Administrator will preserve the school system's reputation and improve the effectiveness, productivity and efficiency of programs, policies, practices and operations.

Salary Range: $85,633 - $180,289

Detailed Description
DUTIES & RESPONSIBILITIES:
  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Assists with the day-to-day administration and operations of the Office of Integrity and Compliance; advises the Integrity and Compliance Officer relative to investigations;
  • Assists with ensuring accountability by preventing, investigating and reporting instances of fraud, waste and abuse of property or funds of the school system;
  • Examines, evaluates and reports on the adequacy and effectiveness of the systems of internal controls and their related accounting, financial, technology and operational policies;
  • Reports noncompliance and proposes ways to improve employee compliance with applicable laws, policies and ethical standards of conduct;
  • Assists in developing and maintaining effective internal controls; performs interim tests of transactions and internal controls; evaluates compliance with financial management policies and procedures;
  • Plans, coordinates, directs and compiles periodic financial and management performance reviews and analyses;
  • Conducts administrative investigations and budgetary analysis, as well as financial, management or performance audits and similar reviews;
  • Provides management advisories;
  • Assists the Integrity and Compliance Officer with publishing information and reports on the office's website;
  • Handles testimony or the production of evidence properly;
  • Assists in managing all functions of the office and manages departmental activities in the absence and at the direction of the Integrity and Compliance Officer;
  • Participates in job related local, state and national conferences as well as leadership workshops; and
  • Performs other duties as assigned.

    QUALIFICATIONS:

    The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Considerable knowledge of accounting and auditing principles and practices and their application to a wide variety of auditing functions;
  • Ability to analyze and evaluate data, and accounting and auditing irregularities and to develop clear, concise and comprehensive reports of the related data;
  • Ability to deal tactfully and courteously with the public and school personnel;
  • Ability to supervise effectively; demonstrated leadership and administrative competency;
  • Demonstrated written and oral communication skills and effective human relations skills;
  • Effective in investigating and interviewing; ability to ask direct and follow-up questions, while evaluating responses and findings to obtain facts; and
  • Ability to use computer technology in an administrative and educational setting.
  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

    Bachelor's degree from an accredited college or university required; Master's degree preferred. A minimum of five (5) years of successful experience in any combination of the following areas required: compliance-related work, professional investigations, internal affairs, governance and/or fraud detection and prevention.

    SUPERVISORY RESPONSIBILITIES:

    Oversees and provides guidance to office personnel.
