Department Description
POSITION SUMMARY:
Under the direction of the Director of ESSA &Title I, the Compliance Specialist ESSA &Title I will monitor the implementation of Comprehensive Support and Improvement (CSI) intervention plans for identified CSI schools. The incumbent of this position will review andmonitor CSI interventions plans and activities to minimize the risk of negative findings sothat the CSI grant risk levels remain low and in good standing. The Compliance Specialist ESSA & Title I will provide counsel and guidance to school-level principals and school teams, Title I staff, and other internal and external partners.

Detailed Description
DUTIES & RESPONSIBILITIES:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Collaborates with the Director, Supervisors, and Title I Principals regarding the coordination and management of all activities related to the ESSA guidelines;
  • Reports compliant findings to the Title I Instructional Specialist;
  • Serves as a liaison for all local, state and federal monitoring and evaluation activities;
  • Coordinates activities related to periodic updates of the Title I processes, trainingmaterials and supplemental documents and forms in accordance with ESSA guidelinesand MSDE;
  • Monitors CSI intervention plans and collaborates with the Office of Monitoring & Accountability as well as the Area Offices to develop required improvement plans,including support for implementation;
  • Reviews legislation and provides input into recommended changes for Prince Georges County Public Schools policies and regulations, as well as responses to proposed legislation;
  • Identifies compliance related risks by making appropriate policy recommendations, where necessary;
  • Coordinates and facilitates monthly CSI Team meetings to ensure compliance with federal, state, and district policies and procedures;
  • Coordinates and facilitates quarterly Turnaround Executive Support Team meetings to ensure compliance withfederal, state, and district policies and procedures;
  • Participates in federal state and local audits;
  • Monitors the evidences associated with the schools CSI plan and Title I School Improvement Plan;
  • Prepares compliance reports using data collection, analysis and interpretation, as wellas narrative summaries;
  • Develops and maintains operational work plans for the implementation of work related to compliance activities, including progress report activities;
  • Conducts professional learning sessions to ensure administrators and district staff are trained on current compliance mandates;
  • Assists with ensuring the districts compliance with Title I, Part A federal law, ESSA, and MSDE Local ESSA Consolidated Strategic Plan; and
  • Performs other duties as assigned.

  • Job Requirements
    QUALIFICATIONS:
    The requirements listed below are representative of the knowledge, skill, and/or abilityrequired.
  • Thorough knowledge of the federal and state educational laws pertaining to ESSA andTitle I and the district procedures that guide the implementation of those laws;
  • Computer proficiency, including working knowledge of Excel, Power-Point, Word, Google Docs and other Google applications and ability to use online meeting tools;
  • Ability to train, deliver information and provide counsel and guidance;
  • Excellent human relations skills and the ability to work effectively with staff and external agency representatives;
  • Ability to work independently and to exercise initiative in carrying out program duties and responsibilities;
  • Ability to manage multiple projects and act both strategically and tactically;
  • Ability to communicate clearly and effectively, both orally and in writing; and
  • Effective time and project management skills.
  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:
    Bachelors degree from an accredited college or university in education, legal issues/studies, business, or a closely related field required; Masters degree preferred. A minimum of three (3) years of previous experience in working with grants and/or grant compliance required.

    No direct supervisory responsibilities.
