Position Overview: 

The Project Manager will provide a full range of project management activities to support the Department of Veterans Affairs Office of Information and Technology with the development and implementation of strategic communications strategies, products, and tools. This position will act as a thought leader and be responsible for providing technical oversight and guidance for all contractor personnel and will closely monitor the work of contract staff to ensure quality and follow through for the client. The PM will support the Office of Communications with maturing the strategic communication functions and the approach to developing and delivering high impact communication products, services, and activities that showcase VA’s vision for a world-class digital experience for Veterans and their loved ones. The PM will be required to cultivate sophisticated, creative, strategic communication expertise in support of complex IT system development and delivery for large-scale IT organizations.

Responsibilities: 

Track, monitor, report, standardize, and oversee project cost, schedule, and performance measures in a dynamic environment. 

Provide advice, organization, planning, direction, and management of contractor staff to ensure that goals and objectives of the project, as well as, problem resolution and customer satisfaction, are accomplished within prescribed time frames and parameters.

Manage multi-functional project development work by identifying critical path activities and facilitating collaboration of technical and operational experts as required to drive progress forward. 

Develop and maintain project management plan, drive schedule, identify, and mitigate project risks, facilitate collaboration of multi-disciplinary specialists, and generate project documentation, metrics, decision papers and reporting.

Perform quality assurance checks on project artifacts and deliverables. 

Provide technical and administrative leadership of tasks, including financial management and review of work products for correctness, quality, completeness, and follow-through.

Prepare documentation such as the scope of work, technical reviews, and miscellaneous reports.

Provide expertise in strategic communication specialties to share OIT’s delivery of world-class, best-in-government IT products and services to Veterans. 

Lead a team who are responsible for strategic communication content creation, marketing and public relations, Congressional communication, and graphic design and accessibility of digital communication. 

Produce executive-level presentation material, status updates, information papers and white papers as required.

Manage stakeholder engagement; continuously inform and educate stakeholders on planning processes. 

Collaborate and consult with internal and external stakeholders to identify and implement best practices. 

Perform other duties as assigned.

Qualifications: 

• Bachelor's degree required

Project Management Professional (PMP) certification preferred 

Minimum of 10 years of relevant experience in project management and strategic communications. 

Knowledge of, and experience with the VA OIT programmatic areas.

Success developing strategic communications and outreach campaigns, digital communications and engagement, change management, and strategic messaging and resource development. 

Expertise analyzing work processes and internal systems for effectiveness and efficiencies. 

Experience working with Veterans and Veteran stakeholder communities is a plus.
