Job Description

Prescient Edge is seeking a Jr. Targeting Analyst to support a federal government client.

Description:

  • Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.
  • Shall independently produce timely, relevant all-source analysis to support target discovery, network development and systems analysis on adversarial entities. Products will describe how adversarial systems/networks function, their critical factors that enable adversarial capabilities and the critical vulnerabilities which may be used to disrupt it.
  • Must be capable of utilizing a wide variety of IT software applications to detect and identify key nodes and linkages within and between various networks.
  • Possesses solid understanding of the intelligence cycle and how to craft collection requirements to fill intelligence gaps; be able to evaluate veracity of information gathered and provide meaning feedback to collectors; and provide finished intelligence to support development of kinetic and non-kinetic targeting by military, law enforcement, interagency and host nation partners.
  • Networks with DIA/IC counterparts & stakeholders to ensure effective external coordination & collaboration on production; communicate with relevant CENTCOM Divisions/Directorates to ensure internal intelligence issue coordination & initiate collaborative production/support to plans & operations efforts as appropriate; coordinate finished production internally & externally.
  • Shall provide personnel with skills and knowledge to conduct focused and tailored targeting analysis to support to targeting efforts across the USCENTCOM AOR, to enable strategic advantage for CDRUSCENTCOM and subordinate warfighters to include. In some cases, be able to support 24/7 shift work, TDY and deployments for targeting operations and support Contract personnel shall independently conduct one or more of the following targeting intelligence functions in accordance with DoD policy, Chairman of the Joint Chiefs of Staff Manuals/Instructions and CCMD policies and standards.
  • Conduct extensive targeting analysis using all-source intelligence research and analysis in order to perform basic, intermediate and advanced target development in support of lethal and/or non-lethal engagements.
  • Must adhere to established product formats and meet production and response deadlines.
  • Conduct targeting analysis utilizing all available intelligence sources to perform basic, intermediate and advanced target development in support of lethal and/or non-lethal engagements.
  • Perform targeting analysis to accomplish battle damage assessment (BDA), produce BDA products and assist with combat assessment.
  • Conduct collateral damage incident research and report as necessary.
  • Compose database relevant remarks for electronic target folders (ETFs) for all five recognized target types.
  • Conduct Collateral Damage Estimation (CDE) and produce required graphics.
  • Perform target list management and provide joint target intelligence support to deliberate and dynamic target engagements.
  • Conduct target planning and writing/editing of OPORD/CONPLAN/OPLAN Annex/Appendix as well as edit and provide input to DoD and CCMD policy to support targeting.
  • Provide recommendations for target prioritization in order to achieve commander objectives for plans and operations.
  • Support the target vetting and validation process; submit collection requests and source directed requirements as well as source evaluations to support target development.
  • Assist in the development of Target System Analysis (TSA) by providing target prioritization recommendations for TSA development. Develop Measurement of Effectiveness (MOE) and Measures of Performance (MOP) Indicators and leverage them to create targeting guidance and objectives.
  • Compile visual depictions of target intelligence to aid senior decision-makers.
  • Conduct database nominations, create/review/update/delete database records, and upload graphic/products into databases as required to support basic, intermediate, and advanced target development.
  • Review No-Strike data records for accuracy and nominate newly discovered no-strike facilities, within assigned database.
  • Develop training materials and conduct on-the-job training (OJT) for personnel as required. Provide subject matter expertise (SME) support to training events/requirements.
  • Provide recommended input to Chairman of the Joint Chiefs of Staff Manuals/Instructions and CCMD policies, standards and SOPs as required.
  • Respond to RFI’s, prepare and present briefings as required.
  • Publish meeting notes upon conclusion of all meetings attended when representing the targeting branch/section/teams.
  • Shall develop cyber target development for counterterrorism and conventional targets according to targeting intelligence functions in accordance with DoD policy, Chairman of the Joint Chiefs of Staff Manuals/Instructions and CCMD policies and standards.
  • Facilitates branch staff processes through coordination, integration, and action of cyber targeting.
  • Conducts analyst and component workforce to ensure the targeting enterprise is accomplishing missions IAW CENTCOM Commander’s guidance.
  • Provides intelligence support to deliberate and dynamic cyber target development.
  • Advises the Intelligence Operations Division, Targeting Branch Chief on matters pertaining to cyber target intelligence.
  • Provides primary input and analysis to the Joint Intelligence Operations Center (JIOC) on cyber targeting issues; assists and advises on matters pertaining to cyber target material production and DoDIPP targeting responsibilities.
  • Communicates and defends USCENTCOM positions at national level forums.
  • Facilitates staff processes such as coordination, integration, and action.
  • Interacts daily with entire J2 directorate, J35 and J37 for cyber targeting issues.
  • Provides substantive area expertise to ongoing cyber intelligence issues and missions for DoD, National level, USCENTCOM, component decision makers and planners as well as intelligence analysts and collectors.
  • Supports the cyber target intelligence studies and programs dealing with USCENTCOM’s target development.
  • Maintains continual liaison with other directorates, national agency analysts, and other analysts within and subordinate to USCENTCOM. Maintains Branch Cyber SOP for all personnel performing duties within Targeting.
  • Reviews and provides input to Joint Staff action taskers, to include joint targeting publications, manuals and instructions.
  • shall provide personnel with skills and knowledge to conduct focused and tailored targeting materials analysis to support targeting efforts across the USCENTCOM AOR, to enable strategic advantage for CDRUSCENTCOM and subordinate warfighters.
  • May require Contractor to support 24/7 shift work, TDY and deployment for targeting operations and support.
  • Shall independently produce and store in the targeting database one or more of the following imagery and/or geospatial based target materials for the CENTCOM AOR in accordance with DoD policy, Chairman of the Joint Chiefs of Staff (CJCS) manuals/Instructions and CCMD policies and standards for target material production. All products must comply with DoD policy, CJCS Manuals and Instructions (CJCSI 3370, CJCSI 3160, CJCSM 3162) and CENTCOM policies, supplements and regulations including CCJ2, J23 Division and Targeting Branch SOPs.
  • Shall adhere to established product format and meet production and response deadlines.
  • Shall have and maintain NGA and USCENTCOM qualification standards and adhere to policies to conduct Target Coordinate Mensuration (TCM) using direct registration (controlled tie), multiple image geopositioning (MIG) and resection (uncontrolled tie) techniques on a variety of target types using command directed NGA validated mensuration tools to support employment of precision guided munitions.
  • Conduct and assist with weaponeering solutions using approved tools and/or guides to achieve desired damage criteria.
  • Conduct Collateral Damage Estimation (CDE) and produce required graphics.
  • Submit collection requests as required to satisfy target material requirements.
  • Identify and nominate no-strike entities to assigned database.
  • Conduct hard and deeply buried target analysis and prepare related products.
  • Provide recommended input to DoD, CJCS Manuals/Instructions, CENTCOM policies, SOPs and standards for TM production as required.
  • Coordinate with external and internal production centers and customers to ensure product delivery within established timelines.
  • Respond to RFIs, prepare and present briefings as required.
Job Requirements

Desired experience:

  • Minimum 3 years of experience conducting analysis relevant to the specific labor category, with at least a portion of the experience within the last 2 years.

Desired education:

  • Desired bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. An additional 4 years of experience in the specific labor category, for a total of 7 years of experience in the specific labor category, may be substituted for a Bachelor’s degree.

Security Clearance:

  • Security clearance required TS/SCI with CI POLY or the ability to obtain CI POLY.
