SME- Operations Research Analyst (Requirement & Capability Technician)

Job description:

  • Assists Senior Intelligence Analysts on aligning all-source production efforts by collaborating with Combined Forces Space Component Command (CFSCC) J2 and Joint Task Force – Space Defense (JTF- SD) J2 to establish and achieve Combined Joint Task Force – Space Operations (CJTF- SO) J2 Initial Operational Capability (IOC) milestones.
  • Analyzes and evaluates all-source intelligence from a variety of disciplines, including Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Human Intelligence (HUMINT), and Open Source Intelligence (OSINT).
  • Produces and conducts quality review of intelligence reports and studies to support CJTF- SO Commander (CJTF- SO CDR), Operations (J3), Plans (J5), and other directorates as needed.
  • Advocates for operational intelligence needs of CFSCC and JTF- SD to enable presented space forces to operate at the speed of conflict. Serve as Contractor Task Lead.

Primary duty responsibilities:

  • Conduct all-source intelligence analysis for CJTF- SO, provide quality control review of reports, and make edits to ensure products are written IAW local policy and Intelligence Community Directives (ICD) prior to publication and release.
  • Adhere to CJTF- SO Priority Intelligence Requirements (PIR) and Essential Elements of Information (EEI) to meet Commander’s Critical Information Requirements (CCIR).
  • Provide a common intelligence picture of adversary on-orbit and terrestrial-based space and counterspace forces by consolidating CJTF- SO, subordinate task force, and Space Intelligence Enterprise (SIE) assessments in support of the presentation, protection, and defense of space capabilities.
  • Conduct threat assessments to assist in the planning, directing, and synchronization of intelligence operations with USSPACECOM, subordinate task forces, Intelligence Community, and foreign partners.
  • Collaborate with CFSCC J2, JTF- SD J2, and USSPACECOM J2 intelligence analysts on production efforts; provide assistance to complete task force intelligence production requirements and submit support requests to USSPACECOM J2.
  • Attend analysis, planning, collection, and target working groups to ensure CJTF- SO intelligence capabilities are integrated into operations.
  • Monitor and assign NIPRnet and SIPRnet Task Management Tool (TMT) taskings and consolidate inputs for government leadership review/approval prior to response.
  • Mentors, trains, and develops junior intelligence analysts.
  • Advocates to resolve CFSCC and JTF- SD- identified intelligence gaps by collaborating with National Agency Representatives, foreign partners, and USSPACECOM J2 to develop a multi-intelligence collection, exploitation, and dissemination strategy.
  • Coordinate with government Program Manager (PM) and Contracting Officer Representative (COR) to obtain and clarify task order (TO) requirements.
  • Responsible for daily accountability of contractor employees to ensure tasks are performed as defined by TO.
  • Conduct a Program Management Review (PMR) quarterly with the Contracting Officer and Government Program Manager to report status on Task Order and contractor performance.
  • Onboard new contractor personnel and assign a sponsor to ensure onboarding activities are performed within contract-established timelines.
  • Minimize personnel turnover to ensure continuation of contract services during planned or unplanned absences; notify Contracting Officer (CO), Government Program Manager, and COR of any vacancies and actions taken to fill vacancies within contract-established timelines.
  • Monitor employee turnover and notify CO, Government Program Manager, and COR of negative trends that contribute to low retention rates.
  • Notify CO, Government Program Manager, and COR if retention rates fall below established thresholds.
Job Requirements:


Relevant experience:

Must have 15 years’ experience in:

  • Microsoft Word, Power Point, and Adobe PDF.
  • All-source analysis and production, with at least 2 years supporting space operations.
  • Writing comprehensive threat assessments, information papers, and presentations.
  • Adhering to Intelligence Community Directive (ICD) and Defense Intelligence Agency tradecraft standards.
  • Leading and managing intelligence production teams.
  • Conducting intelligence briefings.

Required education:

  • MA/MS degree mandatory. Knowledge is mandatory of English composition, grammar, and spelling.

Certification:

  • Certified Defense All-Source Analysis (CDASA) certification highly desired.

Security Clearance:

  • Active DIA TS/SCI clearance with polygraph. Must be eligible for access to Special Access Program Information.

Location:

  • Peterson SFB, Colorado Springs, CO.
