We’re seeking experienced Physician to join our professional team at the Laredo Job Corps Center, a 220 student residential training facility located in Laredo, TX is currently soliciting written bids for Center Mental Health Consultant Services. This Position is Part Time working 9 hours a week

These services include:
Subcontractor to arrange for and/or provide students of the center with medical services stated herein. Such services will be provided to meet Job Corps Policy and Requirements Handbook (PRH). He/She shall also help to oversee the development, implementation, and monitoring of the center’s health and wellness program as authorized by the Center Director or his/her representative. Clinical services will be provided by center staff in emergency situations.
The subcontractor agrees that the medical services provided to students will be of the type and according to the priority system listed in the Policy and Requirement Handbook (PRH) and applicable Technical Assistance Guides (TAGs). These services include but are not limited to:

Providing on-center, telehealth, and private practice coverage for the number of hours outlined above and available by phone or text 24/7 for emergencies unless other arrangements have been made and authorized by the Center Director or his/her representative. Schedules will be determined by the Center Director in conjunction with the subcontractor.
Assisting in the development, implementation, and monitoring of the center’s health and wellness program to provide the highest standards of care while fulfilling the Job Corps Policy and Requirements Handbook (PRH) directives.
Providing direct health services on-center, off-center (private practice), or via telehealth of assessment and treatment for acute and chronic medical conditions that can safely be taken care of within the capabilities and scope of practice of the center physician and other designated medical staff.
Referral to off-center physicians for detailed specialized assessment and treatment of illnesses and chronic conditions that require more than the basic medical care and case management that can be provided safely on
Review medical information, including the Job Corps Health Questionnaire (ETA 6-53), the Reasonable Accommodation Form, and any other health information in the sealed envelope with the applicant folder prior to the student's arrival, as needed.
Ensure a cursory inspection within 48 hours by designated nursing staff for conditions needing immediate care and entrance medical examination by the physician or mid-level practitioner within 14 days after entry.
Clearly document if a student refuse any of the entry exam services. A waiver may be given for the examination, lab tests, and/or immunization if felt there is sufficient justification, except TB skin test and drug test. The waiver and an explanation of why it was granted must be documented and signed by the student and you and placed in the SHR.
Primary emergency care for illness and injury, including first aid and CPR, and secondary care within capabilities, e.g., injections of epinephrine, and immediate transfer to hospital emergency room for specialized diagnosis and treatment, if needed.
Prescribe, dispense, or administer prescribed controlled and non-controlled medications according to state and Federal laws.
Review and approve prescriptions generated for students by health practitioners in the community or at the student’s place of residence.
Collaboration with center mental health consultant and Health and Wellness staff on psychotropic medication monitoring of stable students, with the advice of consulting psychiatrist, if appropriate.
Coordination with other departments/programs on center to develop integrated prevention and education services.
Meet with the center director and CMHC monthly to discuss center needs.
Medically separate as a Medical Separation with Reinstatement Rights (MSWR) students who require extensive or specialized treatment.
Documenting all services rendered in the students’ health record and maintaining the accuracy and confidentiality of all required medical records when they are in the subcontractor’s presence. That all student health records belong to and are the sole property of Job Corps, and each shall comply fully with federal HIPAA and state records laws.
Reviewing and signing Health Care Guidelines annually in accordance with the Technical Assistance Guide on health care guidelines.
Enforcing appropriate student workplace behavior when students are in the wellness office or waiting area.
R. Arranging appropriate medical separations in conformity with the PRH.
Collecting data and preparing reports as required by the Center Director and/or the Department of Labor.
Being available for review and interviews for corporate and regional office center assessments (COCA / PCA).
Conducting staff and student development and training as needed for optimal student health on center.
Staying current on Job Corps policies and procedures by frequent communication with the center’s health and wellness director, participating in monthly physician conference calls and also attending webinars as provided by the regional health and wellness team for job corps.
