Job Description :

POSITION TITLE: LICENSURE STAFFING SPECIALIST

REPORTS TO: SENIOR SUPERVISOR FOR RECRUITMENT AND DEVELOPMENT

OVER-TIME STATUS: EXEMPT PAY GRADE: 374
JOB SUMMARY:

Responsible for the licensure process for all professional level instructional staff. Collaborates with licensure technician to facilitate the certification and renewal of new and existing professional staff. Assist with the development and maintenance of Human Resources programs for the school division to include: recruitment, staffing, pre-employment background checks, classification, compensation, new employee onboarding, staff training, professional development, and other related work as required. Work is performed under the supervision of the Chief Human Resources Officer or Designee.

ESSENTIAL DUTIES:
  • Analyzes credentials of prospective administrative/instructional employees;
  • Procures college/university program information, Educational Testing Services exam information for employees/public; distributes as necessary;
  • Approves advanced degree supplements, processes fees, transcripts, college verification forms and other paperwork necessary to elevate license, adds endorsements, degrees, renews licenses, changes names, deletes endorsements, downgrades license;
  • Career counsel's employees/public in routes to obtaining other endorsements;
  • Notifies HR administrators, principals of unendorsed staffing changes and subsequent actions;
  • Confers with instructional staffing administrators for contract and licensure procedures on new areas (AED, First Aid); Schedules AED, First Aid and CPR training;
  • Coordinates the placement (i.e. observations, practicum, guidance interns and student teachers) of university students throughout the school division utilizing established guidelines and procedures;
  • Distributes certification forms, reviews completed forms, verifies information and endorsements;
  • Receives and processes college transcripts of college courses for renewal, checks credits for appropriateness;
  • Prepares renewal data;
  • Evaluates endorsements;
  • Maintains all licensure and renewals in computer files;
  • Keeps abreast of Virginia Code and Laws and General Assembly changes as they change; attends regional licensure meetings; and attend PPS HR functions i.e. retirement banquet, teacher of the year banquet;
  • Assist with employee contracts, contract list, and permanent records;
  • Serves as liaison between the school division and VDOE.
  • State reporting to include: IPAL; National Board Certification; MS Teacher Corps, VA Preschool Grant, Critical Shortage, STEM Grant, PEC and Data Collection for new teachers; Additional Reporting as required;
  • Maintains continuing contract list, checks and verifies data;
  • Administers the staffing function including recruitment, selection, hiring, and placement of teachers and support staff for assigned schools and departments;
  • Performs duties associated with position control and staffing, posting of vacancies using the electronic applicant tracking system, screening of applicants to ensure eligibility for hire,
  • Works with principals and administrative staff to ensure teachers are assigned to teach subjects and classes for which they are certified;
  • Consults with employee groups to determine human resources needs, recommending and developing enhanced services as appropriate;
  • Performs related tasks as required.
JOB SPECIFICATIONS/PHYSICAL REQUIREMENTS:

Thorough knowledge of staff certification and renewal methods, processes and procedures; thorough knowledge of required records preparation and maintenance. Knowledge of human resources administration, including knowledge of accepted methods and practices of recruitment and selection, classification, compensation, training, testing and research techniques; thorough knowledge of principles of school division organization and administration; ability to establish and maintain effective working relationships with job applicants, departmental supervisors, teachers, other employees, and the general public; ability to perform a variety of difficult tasks; ability to express ideas clearly both orally and in writing.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken work levels; visual acuity is required for preparing and analyzing written and/or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is not subject to adverse environmental conditions.
EDUCATION AND EXPERIENCE:

Master's Degree in personnel or educational administration or related field and extensive professional experience in public personnel management. A comparable amount of training and experience may be substituted for the minimum qualifications.
