    SUMMARY DESCRIPTION
    In Portland, we believe that all students can meet high expectations and that all learners have different strengths, needs and starting points based on who they are and what they’ve experienced. As such, students need different amounts of time and support to meet those high standards and realize their personal goals. In order to create a system that is organized in alignment with this belief, we have created a position that supports the operational aspect of summer programming, as well as more closely coordinates elementary and middle school programming with community partners and tutoring organizations. The Summer Learning Operations, Partnerships, and Tutoring Coordinator will be part of the summer team that will ensure that the Portland Public Schools (PPS) are able to provide rich summer learning experiences for all students who need the additional time and support in order to prevent summer slide, master grade level standards and to be fully engaged and supported as a whole student in preparation for the next grade level.
    The Summer Learning Operations, Partnerships and Tutoring Coordinator is responsible for managing the overarching project plan for summer learning, including school based programs, district based programs and community partnership programs. This person will liaise with administrators and program based coordinators (seasonal, part-time, stipended roles) to execute summer programming for all grade spans. In addition, this person will liaise with community partners who are able to offer seats in their programs to PPS students in an effort to ensure all students have access to meaningful and fun summer experiences. This person will also partner with departments across the district (e.g. Human Resources, Finance, Transportation, Food Services, Facilities, Academics) to plan and run school throughout the summer months. In a nutshell, this role will involve cross-district and community relationship building, stakeholder engagement, data gathering and analysis, and program consultation and codification.
    The ideal candidate operates with an equity orientation. This person will have experience working in mid-sized districts that serve a diverse student body. Ideally this person will have some system level experience and will therefore understand how to study and codify best practice, facilitate communication across schools and departments, plan and support change, and build systems and structures that are sustainable over time. The person in this role must have skills in and be motivated by detail orientation, systems/process development and management, and supporting others/holding them accountable to follow through on agreed upon expectations and deadlines. Other skills and experiences that we are seeking include expertise in summer learning, strong relationship and facilitation skills, data analysis expertise and project planning skills. The Summer Learning Operations, Partnership, and Tutoring Coordinator will sit on the district Academic Team and will report to the Director of Curriculum, Assessment and Instruction
    Responsibilities:
    Coordinate all summer program functions across the operations departments
    • Publish a list of programs, dates, and locations
    • Coordinate with Human Resources to established pay rates and descriptions for all summer positions
    • Coordinate that Human Resources to establish a hiring process for summer and that Program Directors are familiar with the process
    • Payroll
    • Liaise with the ESSERF Grant Manager around the availability of grant funds for summer and ensure that program Directors know how to access funds for goods and services
    • Liaise with the Data and IT team to ensure student enrollment, attendance systems are in place, data systems are in place and data reports are accurate and timely for the purpose of compliance and continuous improvement.
    • Liaise with the Parent Community Specialist team to coordinate communications with multilingual families related to summer school participation.
    • Partner with Academic Team Directors who are coordinating programs for summer to ensure that all of the programs operational needs are met and deadlines are adhered to
    • Participate in Summer Program departmental meetings
    Oversee community based program offerings that provide opportunities to expand the offerings to students who qualify for free or reduced lunch in order to ensure all PPS students have access to meaningful summer experiences.
    • Liaise with the Executive Director of Communications and Community Partnerships, the Director of Curriculum, Assessment, and Instruction, and partners in the community and schools to secure as many summer slots for elementary students that need them that are full day, 5-days a week.
    • Ensure partnership contracts and MOUs are in place, refine the system for matching students and community program seats, ensure programs track information on student attendance, and ensure partners are paid.
    • Evolve all processes for making matches, ensuring transportation and student supports for placements in the community based programs.
    • Coordinate professional development opportunities for partner sites in the areas of supporting multilingual learners and students with behavioral challenges.
    Ensure communication around summer learning is deliberate, transparent and clear so that staff, families and partners know what to expect.
    • Serve as the primary point of contact on all things summer learning related (e.g. preparing reports to the board, helping to field questions for the press, serving as the central point person/”traffic control” person to ensure all teams understand our plan and direction, etc.)
    • Partner with HR and the communications team to ensure a strong recruitment campaign for staff for the summer.
    • Partner with the communications team to ensure families are well informed about the options and the process for signing up for summer learning opportunities.
    • Promote and celebrate the work that occurs over the summer.
    Review, select, and manage partnership with a tutoring organization that can provide “high dosage, high quality” tutoring for a subset of students, both in-person, and remote.
    • Gather a group of educators to review tutoring options.
    • With their input, select a tutoring option that works for the most students with the highest needs.
    • Monitor progress frequently, and liaise with parents, students, tutoring organization, and community partners.
    Evaluate program quality in order to drive ongoing improvement.
    • Partner with site and district administrators and program coordinators to establish clear goals and evaluate outcomes.
    • Facilitate system wide reflection on wins and challenges in order to carry forward strengths and plan for future improvements.
    • Summarize the current state of summer programming in PPS and produce a report evaluating program outcomes, strengths and needs analysis annually.

    • Demonstrated ability to build trust with diverse stakeholders, including teachers, administrators, community partners, etc.
    • Effective communicator. Can tailor information to the audience.
    • Project management skills.
    • Ability to build and sustain operational systems.
    • Experience working with after school, enrichment, alternative education and other extended school environments.
    • Knowledge of Greater Portland Area community based programs that serve students PK-12.
    • Highly organized - someone who can juggle competing priorities and move between the "forest and the trees" easily.
    • Project management skills- ability to organize project timelines, logistical and strategic details and coordinate others.
    • Ready to hit the ground running: This project is ramping up and time is of the essence!
    Certificate and License Requirements:
    • Required: Bachelors and a minimum of 2 years of relevant experience.
    • Preferred: Experience working within education system and/or education administration experience. Direct experience with Portland based community programs.
    • Required: Criminal History Record Check (CHRC).
