JOB OBJECTIVES: Under the direction of the Child and Adult Protective Services Training Supervisor, incumbent is responsible for developing, updating, and maintaining curriculum and conducting training on county, state, and federal policies, procedures, and processes associated with Child and Adult Protective Services with employees within the division. Incumbent will participate in all division state audit and licensing meetings. Incumbent will provide weekly and monthly data reports to relevant agency managers. Incumbent will be responsible for conducting in-house reviews of assigned tasks and cases within the Child and Adult Protective Services Division to detect, correct and reduce errors in case management.
ESSENTIAL JOB FUNCTIONS:
  • Keep current in areas of responsibility by attending regularly scheduled video conferences, webinars, agency meetings, seminars, and training sessions to obtain useful information for the Agency employees.
  • Fluent in policies, procedures, and systems associated with programs and services tied to Adult Protective and Child Protective Services, including but not limited to foster care and adoption.
  • Develop and maintain training curriculum for the Child and Adult Protective Services divisions including handouts, PowerPoint presentations, interactive exercises, and tools.
  • Provide and coordinate the mandatory and needed virtual and in-person training and support to agency employees and community stakeholders, as appropriate, and serve as a resource to ensure that all staff members are current on their training requirements while overseeing trainees in both settings; answer questions and provide ongoing support and feedback on case management.
  • Schedule, plan, design and evaluate training programs for agencies as appropriate.
  • Conduct monthly touch point meetings, in conjunction with the Training Supervisor and Staff Development Program Managers, with Child and Adult Protective Services trainees to discuss progress within the training environment as well as areas for improvement; monthly goal establishment will take place in this setting.
  • Conduct Quality Assurance and Improvement reviews of assigned tasks and cases to acknowledge quality work as well as to identify work that would need improved and corrected, with the goal of reducing ongoing errors in case management.
  • Analyze data from Quality Assurance and Improvement in-house reviews, participate in report development. .
  • Bring employment retention concerns to the attention of the Training Supervisor and Division Administrator to provide support which may include the creation of Performance Improvement Plan.
  • Work with the Staff Development Manager to create and update all Agency Divisional and Agency Wide policies and procedures (manuals) and ensure policy acknowledgement forms are signed and collected from all Agency staff.
  • Provide Agency Wide Onboarding training and policy review for all newly hired Agency staff.
  • Participates in Agency Quality Improvement & Quality Assurance initiatives through the overall development and implementation of QI and QA policy and procedure for all divisions of Portage County Job and Family Services.
  • Accurately compiles, tracks, and reports Quality Assurance and Improvement performance measures, as appropriate for each Agency Division, in Divisional Tracking Databases to allow statistical reporting for error rates for all Agency Division administered programs and services.
  • Responsible for maintaining appropriate documentation of all Child and Adult Protective Services monthly reviews following Agency policies and procedures.
  • Assists the Agency in maintaining appropriate training documentation to meet all Agency, State and Federal guidelines and policies for licensing, accreditation, and mandates in all Agency divisions.
  • May maintain a caseload, go out in the field, and attend court hearings with new hires to ensure quality services is being provided to families while trainees are in training and on probation.
  • Demonstrates regular and predictable attendance.
  • Operates a motor vehicle as needed to perform the essential functions.
  • Complete special assignments, projects and other duties as required.
NON-ESSENTIAL JOB FUNCTIONS:
Performs related Essential and Non-Essential functions as needed.
I. JOB REQUIREMENTS
Equipment: Incumbent operates equipment such as, but not limited to, the following: personal computer, printer, calculator, copier, scanner, fax machine and other standard office tools and equipment.
Job Standards: A bachelor's degree or equivalent years of training and three years (3) of experience conducting quality assurance and/or training within a Child and Adult Protective Services area of Job and Family Services or a Children Services Board. Must possess a valid Ohio driver's license and maintain continuing eligibility under the existing County driver eligibility standards.
Critical Skills/Expertise:
  • Knowledge of federal, state, county and departmental policies, procedures, and practices aligned with Human Services Programs.
  • Knowledge of JFS computer systems and related software packages, including policies and procedures associated with their use.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to appropriately handle confidential information.
  • Ability to work independently with minimal daily supervision.
  • Ability to exercise attention to detail and to work on multiple tasks/projects.
  • Ability to interact effectively and courteously with a variety of people both in-person and over the phone, occasionally under difficult circumstances.
  • Ability to work as a team player, including establishing and maintaining effective working relationships with managers and employees.
  • Ability to meet attendance standards.
II. DIFFICULTY OF WORK:
Work involves varied, complex, non-standardized tasks requiring coordination of detailed data and information, as well as, a variety of tasks and people requiring the application of many established rules, regulations, laws and procedures as applied to multiple issues. Incumbent must be able to manage a large amount of data while ensuring adherence to the state and federal law, state and federal rules and regulations and professional standards and codes of conduct.
III. RESPONSIBILITY:
Incumbent provides general guidance allowing for the planning of procedures and methods to attain objectives. Errors in work are detected within the office in which they occur, possibly affecting the work of others, requiring expenditure of time to correct and could result in non-compliance with laws or policies.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent has contacts with co-workers, employees of the County, and with the general public. The purpose of these contacts is to provide information, services and assistance, to coordinate departmental efforts internally and with other County departments and outside entities, and to ensure compliance with policies, procedures, laws and regulations.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Physical Requirements: Incumbent performs sedentary work that may require lifting up to fifteen (15) pounds occasionally.
Physical Activity: Incumbent performs the following physical activities: talking, hearing, standing, walking, sitting and repetitive motions.
Visual Activity: Incumbent performs work where the seeing job is close to the eyes.
Job Location: Incumbent works inside with no exposure to adverse environmental conditions.
