Job Overview:
· The Police Lieutenant serves as a versatile member of the department's leadership team, capable of fulfilling the roles of both Patrol Lieutenant and Administrative Lieutenant as needed for departmental requirements and succession planning. Reporting directly to the Police Captain, the Lieutenant plays a pivotal role in overseeing law enforcement operations, providing administrative guidance, and ensuring a high level of professionalism and discipline within the department.

Education & Qualifications

· Possession of a Master TCOLE Certificate.

· A minimum of five (5) years of law enforcement experience with demonstrated leadership capabilities.

· Successful completion of advanced law enforcement leadership training programs (e.g., FBI National Academy, LEMIT, TPCA LECOP, etc.) is preferred.

· A Bachelor's degree in Criminal Justice, Police Administration, or a related field is desirable.

Dual Responsibilities:

Patrol Lieutenant Responsibilities:

· Supervise and coordinate patrol officers' activities during both day and night shifts, adjusting schedules as needed to provide adequate supervision for all shifts.

· Conduct regular shift coverage to ensure supervisory presence during sergeants' absence.

· Oversee and guide patrol officers in criminal case investigations, ensuring compliance with laws and regulations.

· Train patrol sergeants and officers in proper police work procedures, fostering their development and adherence to departmental standards.

· Address personnel issues and misconduct allegations within the patrol division.

· Keep abreast of changes in regulations, policies, and laws and communicate these changes to patrol personnel.

· Maintain records, logs, and reports related to patrol operations.

· Monitor and evaluate the performance of patrol officers, providing constructive feedback and support.

Patrol Lieutenant Schedule:

The typical schedule for the Patrol Lieutenant may resemble the following:

Monday: 8:00 AM - 5:00 PM

Tuesday: 2:00 PM - 10:00 PM

Wednesday: 2:00 PM - 10:00 PM

Thursday: 8:00 AM - 5:00 PM

Friday: 8:00 AM - 5:00 PM

Saturday: OFF

Sunday: OFF

Flexibility and adaptability are essential qualities for all department personnel, including Lieutenants, to ensure effective law enforcement coverage and service delivery.

Administrative Lieutenant Responsibilities:

· Oversee and manage administrative functions, including policy development, records management, and resource allocation.

· Serve as the TPCA (Texas Police Chiefs Association) Program Manager, ensuring compliance with TPCA standards and facilitating program-related initiatives.

· Act as the Cruise Detail Coordinator, overseeing and coordinating security and law enforcement operations related to cruise ship activities at the Port of Galveston.

· Assume the role of Risk Analysis Chairperson, responsible for identifying, assessing, and mitigating potential risks within the department's operations.

· Function as the Explosive Detail Coordinator, overseeing the handling and response to explosive-related incidents or threats.

· Serve as the department's Emergency Manager, leading emergency preparedness and response efforts in collaboration with relevant agencies.

· Act as the Marine Unit Supervisor, providing leadership to the department's marine unit operations, including patrol and enforcement in the port area.

· Participate as a Safety Committee Member, contributing to the development and enforcement of safety policies and practices within the Port.

· Assume the role of Reserve Officer Coordinator, overseeing recruitment, training, and deployment of reserve officers to support departmental operations.

· Serve as the Dispatch Supervisor, managing and coordinating dispatch operations to ensure effective communication and response.

· Collaborate with the Police Captain in the development, implementation, and revision of departmental policies and procedures.

· Requisition and issue equipment and supplies for various departmental needs.

· Assist in financial and procurement processes, utilizing accounting and financial software such as NetSuites.

· Coordinate scheduling and time accounting for the department using ADP Workforcenow.

· Manage document management software, including Adobe Systems Adobe Acrobat and records management systems like OSSI.

· Proficiency in Microsoft Office Suite, including Outlook (Email & Calendar), Word (Word Processing), Excel (Spreadsheet software), PowerPoint (Presentation software), and Publisher (Desktop publishing software).

· Ability to create and deliver presentations using Microsoft PowerPoint.

Rotation and Succession Planning:

· Lieutenants shall be willing and able to rotate between the roles of Patrol Lieutenant and Administrative Lieutenant periodically as needed for succession planning and departmental requirements.

· Adjust schedules to supervise both day and night shifts, providing adequate leadership coverage.

· Provide shift coverage as required when sergeants are not on duty to ensure continuous supervisory presence.

Job Type: Full-time

Pay: From $40.14 per hour
