Position Summary:
The Manager of Enrollment and Access reports to the Chief of Early Childhood Education and is charged with the development of a unified preschool application and verification system. This to-be-developed system will inform parents and caregivers about free ftill-day preschool options, accept applications across all funding sources, verify eligibility, and identify providers that have openings in real-time. The successful candidate will be responsible for interacting with a variety of internal and extcrnal stakeholders to create an early childhood enrollment system that upholds the values of fairness, efficiency, and equity. Responsibilities include but not limited to:
1. Project Management and Acceleration: Oversee multiple internal and external partners to ensure meaningful progress toward urgent deadlines and adherence to tight timelines.
2. Stakeholder Engagement: Manage steering committees and related strategic planning with key stakeholders including the School District of Philadelphia. local and state government agencies, non-profits, early learning providers, Philadelphia’s Early Learning Resource Center (ELRC). and others.
3. Community Engagement: In partnership with an external consultant, engage a broad base of stakeholders including parents and families, ECE providers, K-12 educators, advocates, policymukers, business, and philanthropy.
4. Reporting: Provide regular updates to city, state, and philanthropic entities as well as key stakcholdcr groups.
5. Opportunity to transition into leading the long-term management and oversight of a citywide enrollment and access center, including regular information sessions for the community, oversight of a help desk, messaging and communications, and ongoing data analysis.

8. Able to work well under pressure and meet tough deadlines.
9. Excellent coalition building skills with an ability to communicate and work effectively with a variety of internal and external stakeholders; a persuasive negotiator able to achieve consensus amongst differing opinions.

2. Experience supporting or leading education or related initiatives in the public or government sectors.
3. Experience managing and motivating senior-level professionals.
4. Keen analytic, organizational, and problem-solving skills that support and enable sound decision making.
5. Outstanding presentation and communication skills and the experience and proclivity to bean outgoing spokesperson, relationship builder, and fundraiser.
6. Ability to collaborate effectively with colleagues at all levels of the organization.
7. Ability to learn quickly and succeed in a rapidly changing environment.
8. Ability to project manage a variety of tasks while ensuring deadlines are met.
9. Ability to exercise sound judgcmcnt in a politically savvy environment.
10. Team player capable of resolving organizational, operational, and technical roadblocks.
11. Talent for listening, asking effective questions, and synthesizing infonnation.
12. Values and encourages diversity of thought, background, and perspective.
Education and Experience:
1. Bachelor’s Degree in Education, Public Policy, Public Administration, or similar field required; Master’s Degree in related field strongly preferred.
2. At least 5-8 years of overall professional experience.
3. Early Childhood experience preferred.
4. Progressive management experience preferred. Knowledge of word processing software, presentations, spreadsheets, and databases.
