Plaquemines Parish School Board is Hiring a Hearing Officer Near Belle Chasse, LA

SALARY RANGE: $60,562 - $81,258
Ad Valorem - 2.40 parish property (ad valorem) tax mills are dedicated to employee salaries. The annual receipts from this tax are distributed to employees twice a year, one-half in January and one-half in June. The amount of each employee's supplement is the employee's salary multiplied by the annual percentage (computed each year based on actual tax revenues).
QUALIFICATIONS:
  • Valid Louisiana teaching certificate
  • Master's degree in education (preferred)
  • Educational Leader Level 1 or 2 as outlined in Bulletin 746 of the Louisiana State Department of Education.
  • Minimum of five (5) years successful teaching experience
  • Experience in crisis intervention, de-escalation techniques, and/or behavior management strategies
  • Ability to remain calm under pressure and effectively manage challenging behaviors
  • Physical and mental stamina and ability to perform job functions, tasks and duties
  • Strong planning and organizational skills
  • Excellent communication and interpersonal abilities
SUPERVISES: Implementation of and compliance with all School Board Discipline Policies and Procedures; All Due Process or Expulsion Hearings as parish hearing officer; Discipline records; Discipline Handbook; Placement at the Plaquemines Parish Learning Center; Neglected and delinquent students; Investigation of out of parish residency and exclusion of those students; any other supervisory responsibility deemed necessary by the Superintendent.
JOB GOAL:
  1. To promote the educational well-being of every child in the school system and to assure that each student enrolled in the district gains full advantage of all their educational opportunities.
  2. To provide an orderly and well-disciplined school environment conducive to all learning for all students.
  3. To prevent and resolve student behavior problems
  4. To work alongside the district's Behavior Interventionist to create a supportive environment conducive to learning and the safe, orderly operations of schools
PERFORMANCE RESPONSIBILITIES
  1. Discipline Hearings
    1. Serves as Parish Hearing Officer pursuant to state law.
    2. Review relevant documentation, evidence, and testimony presented during hearings.
    3. Facilitates the presentation of evidence and witness testimony by all parties involved.
    4. Ask relevant questions to clarify information and ensure a thorough understanding of the issues at hand.
    5. Analyze student records and information gathered during hearings to make fair and well-reasoned decisions or recommendations.
    6. Prepare clear, concise, and legally sound written decisions or orders.
    7. Supervises placement and behavior modifications at the Plaquemines Parish Learning Center.
  1. Student- and School-Level Support
    1. Moves about the community during school hours and provides immediate service to students who are not in school and in public areas.
    2. Investigates students reported as or suspected of residing outside of Plaquemines Parish in addition to resident students attending schools outside of their attendance zone. Exclude or reassign students in violation of residency or attendance zone requirements.
    3. Enters places where students are employed to investigate whether or not they are legally absent from school and working under conditions which are within the limits prescribed by law.
    4. Identify neglected and delinquent students and see that services are provided.
    5. Interviews and recommends placement of all students entering/returning from schools of corrections, juvenile detention centers, or alternative schools outside of the district.
    6. Works closely with schools in the identification and counseling of potential dropouts and chronic behavioral problems.
    7. Conducts classroom visits to monitor student behavioral problems.
    8. Periodically reviews suspensions and expulsions with pertinent central office administration, principals, and counselors, and evaluates means of addressing problem areas.
    9. Produces and keeps current a student discipline handbook.
    10. Serves on other committees and performs other duties as directed by the Superintendent.
  1. Legality
    1. Interpret and apply relevant federal and state laws, regulations, and district policies to the cases being heard.
    2. Maintain accurate records of proceedings, decisions, and related documentation.
    3. Stay current with changes in educational law, regulations, and best practices related to disciplinary procedures.
    4. Serves as a liaison between the court system, community agencies, law enforcement, and the school system both in school and when students are delinquent outside of school.
    5. Attends Family Court when cases are presented, using the services of the school attorney when appropriate.
  1. Communication and Stakeholder Engagement
    1. Communicate effectively with all stakeholders, including students, parents/guardians, staff, administrators, and legal counsel.
    2. Provide guidance and support to school administrators and staff regarding disciplinary matters and hearing procedures.
    3. Appears personally at school assemblies, and is available to administrators, teachers, students, and parents on an individual basis, to explain discipline laws and policies.
TERMS OF EMPLOYMENT: Ten (10) months (202 days) per year. Salary and work year to be established by the board.
