Planned Parenthood Federation of America is Hiring a Remote Regional Campaign Owner

Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.

PPFA, PPAF and PP Votes (collectively, “National Office”) seek an independent and detail-oriented self-starter as our Regional Plan Owner This job reports to the Campaigns Director in the Campaigns & Elections team in the Organizing and Engagement department of PPFA, PP Votes, and Action Fund. The Organizing and Engagement Campaigns department provides support to state and local Planned Parenthood affiliates and advocacy and political organizations (collectively, “local PP organizations”, cross-divisional campaign alignment and implementation, and internal coordination in building long-term organizing power to protect and expand access to sexual and reproductive health care and ensure that those most impacted by policy decisions have a say in those decisions. 

This role is an Election Cycle position and is projected to end February, 2025

Purpose: 

The Regional Electoral Campaign Director works in collaboration with local PP organizations to plan, execute, and assess c4 and independent expenditure electoral campaigns, provide tactical support for affiliate/state office 501(c)(4)s and relevant Super PACs through Planned Parenthood Action Fund and Planned Parenthood Votes to advance our electoral agenda

The Regional Electoral Campaign Director will work with our colleagues at local PP organizations to advance a shared agenda, collaborate with internal and external partners, and employ campaign models for achieving electoral goals which advance the organizations’ policy and advocacy goals. On behalf of the Action Fund and/or the independent expenditure committee Planned Parenthood Votes (PP Votes), the Regional Electoral Campaign Director will work specifically with state and local PP advocacy and political organizations to build political power and win electoral campaigns. Reporting to Senior Director of State Campaigns, with close collaboration with the Regional Campaign Director, this position develops and implements strategic advocacy campaign plans to protect and expand access to healthcare.

Working for the Planned Parenthood national office and based in the states to partner with the senior level of leadership at local PP organizations, Regional Plan Owner will develop, execute, and assess c4 and IE electoral campaign plans in 2-4 states. 

Delivery:

●Collaborate with local staff and across teams of national staff to plan, implement and assess electoral campaigns, both state and federal, under the brand of PPV and/or the local PAC or 501(c)4, for one or more states 

●Identify tactics (paid digital, mail, paid and volunteer field) and implement within the determined budget 

●Convene regular and frequent planning meetings with key team members and facilitate decision making on strategy and execution of electoral program 

●Drive analysis behind messaging and work with communications team to implement message across tactics

●Collaborate with in-state partners to implement election administration and protection tactics

●Onboard vendors, facilitate their collaboration with team in strategy and oversee their implementation of paid electoral tactic

●Work with Electoral Project Manager (EPM) and electoral team to ensure content is vetted and signed off on by key approvers 

●Work with EPM, Office of General Counsel (OGC), and, when appropriate, local counsel to ensure program is fully compliant, and that EPM and counsel are provided with up to date information for timely reporting 

●Manage budgeting decisions, track spending and ensure programs are within budget 

●As appropriate, build and maintain relationships with partners such as AV table, research table, donor table, and communications and digital hubs, or support local lead in building and maintaining those relationships

●Track progress to goal on tactics and report regularly on progress 

Engagement: 

●Lead collaboration between local PP organizations and PP national office departments (including but not limited to Communications, Digital Advocacy, Strategic Partnerships, Government Relations) that can support planning and implementation of electoral campaign 

●Build consensus among partners and local PP organizations to develop and conduct electoral campaigns to influence state and federal policy goals. 

●Adapt national office resources (technical assistance, training, coaching, grant support) in order to support electoral campaign 

●CWork with local PP organizations/partner organizations to identify campaign goals, develop written plans, and secure agreement to identified deliverables

●Assist in the development of local PP organization staffs’ campaign skills including formal and informal training in

○Leadership development

○Campaign and electoral program management

○Supporter mobilization and activation

○Staff management and development

○Message development 

Knowledge, Skills and Abilities (KSAs): 

●Minimum 5 years of related advocacy and electoral campaign experience in organizing and management. 

●Impeccable judgment. Strength in managing conflict and crisis.

●A track record of creating and maintaining strong, solution-oriented work relationships with a diverse set of colleagues is required. Discretion and diplomacy is a must.

●Must be able to communicate to, lead, motivate and secure agreement from colleagues who are not direct reports and across divisions and geographies.

●Dedication to meeting deadlines and showing progress towards goals.

●Experience as a grassroots organizer; proficiency in strategic consulting, advising, coaching, and training others in strategy and grassroots activities.

●Ability to work independently, identify priorities, and develop tactics for addressing issues or requests in a high-pressure work environment

●Has a strong race equity lens and experience in application of program design, decision, and engagement.

●Curiosity around new ways of organizing, using data, building infrastructure for a long-term movement while focused on goals of short-term electoral campaign 

●Ability to travel extensively to support specific, time-limited campaigns as appropriate based on external environmental factors. 

●Must be willing and able to work extended hours as needed. 

●Passionate about the mission of Planned Parenthood and the role of health provision and advocacy.

●Working knowledge of voter databases (VAN) is preferred.

●Ability to respond to the needs of a fast-paced operation.

TRAVEL:

25% domestic - increasing as the election approaches; travel to and within assigned states and national meetings/conferences as applicable.

$105,000 - $110,000 a year
\n
