Job Title: Director of Information Services
Salary Range: $67,573 - $126,061
Statement of Duties
The Director of Information Services is responsible for the overall management and
direction of the Township of Plainsboro’s information technology (IT) department. This
includes developing and implementing IT strategies, managing IT budgets,
administration of the Township website, overseeing IT projects, and ensuring the security
and reliability of the Township’s IT infrastructure. The Director of Information Services
also works with the Township Administrator and other Department Heads to align IT
with the organization's overall business goals.
The primary purpose for this position is to provide secure information services to
Township departments and employees. Daily contacts include all Township departments,
employees, vendors and contractors to resolve problems, manage projects, purchase
supplies and services, prepare budget, and schedule maintenance and repair services.
Contacts are made in person, on the phone, in writing, via e-mail, and on the internet.
Supervision
Employee works under the general direction of the Township Administrator, planning
and performing work in accordance with standard practices and previous training.
Employee has substantial responsibility and independence performing work activities,
including determining the work methods. Employee solves most problems of detail or
unusual situations by adapting methods or interpreting instructions. Instructions for new
assignments or special projects usually consist of statements of desired objectives,
deadlines, and priorities. Technical and policy problems or changes in procedures are
discussed with the supervisor. The supervisor reviews recommendations and
determinations prepared by the employee. Employee has access to confidential
information saved onto the network and/or local PC's.
Job Environment
The work requires researching, examining, analyzing and evaluating facts, and
circumstances surrounding a given situation, and determining compliance with
regulations, and applicable state and federal laws. Work is performed under policies,
practices, and precedents which may be complex. Employee uses judgment to analyze
specific situations, and determine appropriate actions. Employee is expected to
understand, interpret, and ensure compliance with complex federal, state, and local
regulations.
The Township currently utilizes a combination of on-site physical and virtualized
application servers, and utilizes cloud backup. The incumbent will be responsible, in
conjunction with an external support provider, for responding to support tickets off hours
(when necessary).
Position Functions

Essential Functions
Provides strategic and tactical planning, development, evaluation and
coordination of the information and technology systems for the Township.
Responsible for the management of multiple information and communications
systems and projects including voice, data, cyber security, website and social
media sites and the Township’s surveillance systems.
Serves and participates proactively with Township Administrator and other
Department Directors in developing and executing strategic plans to optimize the
use of information technology in support of government objectives.
Oversee IT projects from planning to implementation
Ensure the security and reliability of the organization's IT infrastructure
Represent the Township within the IT community and with external vendors
Physical and Mental Requirements
Employee works in various office settings with various degrees of noise and is regularly
required to walk, sit, talk, listen, and use hands frequently; occasionally stoop, kneel, or
crawl; climb or balance; reach with hands and arms. Employee frequently lifts up to 50
lbs. Normal vision is required for the position. Equipment operated includes hand tools,
office machines, and computers.
Education and Experience
A candidate for this position should have:
Bachelor’s degree in Information Technology, Computer Science, or a related
field
Experience in a senior IT management role
Strong understanding of IT technologies and best practices
Experience with IT budgeting, project management, and risk management
Excellent leadership and communication skills
Ability to work both independently and as part of a team
Experience with VOIP and trunking.
Experience with ISO-27001 or other IT security frameworks.
Knowledge, Skills, and Abilities
A candidate for this position should have knowledge of the following:
Methods used to plan, develop and implement information systems
Computer information systems
Computer networking and technology
All aspects of data maintenance including file structures and design, information
backup standards and implementations
Microsoft exchange and server management
Windows desktop platforms
Windows development, upgrade, and support
Knowledge of Google Workspace.
Experience developing cross-platform migration plans
