POSITION INFORMATION

The Department of Public Works is currently seeking applications for Parking Enforcement Officer to fill four (4) temporary/extra-help vacancies in Tahoe.
Temporary/extra-help assignments are limited to working 28 hours per week with a cap of 999 hours (or 960 hours for CalPERS retired annuitants) in a fiscal year and are not eligible for benefits.
The eligible list established as a result of this recruitment may be used to fill future vacancies as they arise, subject to position-specific requirements.
  • This classification is scheduled to receive a general wage increase of 4% in July 2024.
  • Permanent employees assigned to a position in the North Lake Tahoe Area are eligible for salary plus up to an additional $1,000 per month Tahoe Branch Assignment Premium.

DEFINITION

Under general supervision, enforce County parking ordinances and policies by patrolling assigned areas, issuing warnings and citations, and ordering impounding of illegally parked vehicles as necessary.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned higher-level supervisory or management staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Patrol and issue warnings and citations in assigned areas where parking is controlled or prohibited by County ordinance, code, or agreement; order impounding of illegally parked vehicles as necessary.
  • Advise and educate the public on parking regulations; direct drivers to move vehicles parked illegally to avoid citations; explain applicable laws, policies, and procedures to the public.
  • Operate a radio-equipped vehicle and license plate recognition equipment, if applicable, to patrol and enforce parking restrictions in assigned locations.
  • Answer questions, address complaints, and respond to requests for information from the public and County staff in relation to parking violations or regulations.
  • Log and report daily activities and all suspicious incidents; advise management, law enforcement, and/or emergency personnel of unusual activity, possible safety hazards, vehicles parked overnight, leaking vehicles, and medical emergencies.
  • Report missing or damaged parking signs.
  • Maintain appropriate records; retrieve data from electronic data processing systems; prepare, review, and maintain forms, files, documents, and correspondence.
  • Prepare and deliver verbal and written reports; appear in court as necessary.
  • Install and remove tire chains.
  • Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of effective customer service.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is primarily performed outdoors in a variety of environmental and weather conditions requiring travel throughout the County. Some duties may be performed in an indoor office environment with controlled temperature conditions.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience: One (1) year of experience involving frequent public contact, preferably in a law enforcement agency.

Training: Equivalent to the completion of the twelfth grade.

Required License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Parking laws, codes, policies, regulations, and ordinances, including applicable California Vehicle Code parking regulations and County code.
  • Principles of effective customer service.
  • Modern office procedures, methods, and computer equipment.
  • English usage, spelling, grammar, and punctuation.
  • Arithmetic and basic mathematical calculations.

Ability to:

  • On a continuous basis, know and understand all aspects of the job; identify, analyze, interpret, recall, observe, explain, and enforce policies, procedures, laws, codes, and regulations; observe, respond to, and maintain awareness of a variety of situational factors while in the field; work under time pressure and complete a high volume of tasks with frequent interruptions; focus on a single task for long periods of time; maintain awareness of safety at all times.
  • On a continuous basis, walk and stand; reach, balance, and twist to perform office and field work; sit at a desk or in a vehicle for long periods of time; perform simple grasping, pushing, pulling, and fine manipulation; speak, use telephone, write, and use a keyboard to communicate; see and hear with sufficient acuity to perform essential job functions. Intermittently climb, bend, stoop, squat, crouch, and kneel; lift moderate weight.
  • Learn, interpret, explain, apply, and enforce laws, codes, policies, regulations, and ordinances governing the parking of motor vehicles on County roads.
  • Safely operate a County vehicle in all weather conditions; analyze driving conditions and identify safety hazards.
  • Utilize a two-way radio, smartphone, handheld citation device, photo and video equipment, modern office equipment, and computers.
  • Exercise independent judgment and discretion to analyze and resolve problems.
  • Obtain information through interview and dialogue; work fairly and courteously with the public.
  • React calmly and efficiently in confrontational situations.
  • Prepare citations and other written materials and documentation in a clear, accurate, and legible manner.
  • Maintain accurate records and prepare clear and concise reports.
  • Compile, analyze, and evaluate technical information; prepare evidence for use in hearings and court proceedings; testify regarding such evidence.
  • Understand and carry out oral and written instructions.
  • Analyze situations quickly and objectively and determine proper course of action.
  • Communicate clearly and concisely, both verbally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Work irregular or prolonged hours, including nights, weekends, and holidays.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

MISCELLANEOUS INFORMATION

Length of Probation:
All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

SUBSTITUTE LISTS

The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you are contacted for an interview by a County department, you will be informed of the classification and other relevant information. If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.

EMPLOYEES OF OTHER PUBLIC AGENCIES

Placer County offers an expedited process for qualifying certain applicants for interviews. Candidates currently employed, or employed within the last year, by a public agency operating under a personnel civil service or merit system may be eligible to be placed on a Public Agency Eligible List and certified as eligible for appointment to a similar job assignment without going through the examination process.
