Job SummaryThe ACAA’s Fleet Manager will report to the Director, Field Maintenance, responsible for maintaining the care and operation of all Authority vehicles, generators and equipment include licensing, replacement, and customization. Field Maintenance maintains approximately 452 pieces of equipment including 42 pieces at the AGC Airport. The equipment is both motorized and non-motorized and includes the ACAA Police, Bomb Squad and Fire Departments, as well as aerial work platform lifts.
Here Is How The Fleet Manager Will Help
  • Supervise and evaluate the work performance and work process of the Heavy and Light mechanics.
  • Prioritize, assign and distribute work tasks, projects, and assignments to mechanics.
  • Manage area of responsibility in strict accordance with applicable laws, regulations and established policy, including union agreements, to ensure fair and standardized treatment of employees.
  • Recommend and implement approved disciplinary and / or corrective action.
  • Ensure mechanics have the proper materials, tools and equipment to complete work tasks, projects, and assignments; Plans and adjusts work schedules in accordance with workload and high priority assignments.
  • Develop, establish, and implement fleet management work rules and regulations, and safety policies and procedures.
  • Plan, review, update, and ensure compliance with Preventive Maintenance Program, including but not limited to periodic disinfecting for all vehicles and equipment; maintains visible and accurate PM/service board for the benefit of all supervisors.
  • Maintain and update fleet asset list as necessary.
  • Submit annual budget needs for the Fleet Maintenance Section to Director, Field Maintenance.
  • Assist the Director, Field Maintenance with the evaluation, preparation and presentation of the Annual Capital Equipment budget;
  • Analyze and prepare cost reports for vehicle labor. maintenance and operating costs;
  • Develop short and long-range maintenance goals for vehicle and equipment.
  • Maintain records and prepares reports through Authority’s internal system and Microsoft Office.
  • Inspect or observe the inspection of assigned vehicles and equipment to ensure proper and safe operations including estimated longevity; take action to ensure observed deficiencies are corrected and necessary maintenance is performed.
  • Maintain lifetime vehicle record and file for each piece of equipment and Authority vehicle.
  • Complete all necessary paperwork as required by Pennsylvania Motor Vehicle Laws; keep record of state and emission inspections for all vehicles.
  • Responsible for reporting conditions of fleet equipment to the Director, Field Maintenance for necessary replacements to the Fleet.
  • Formulate and prepare specifications for the purchase of new Fleet equipment and vehicles.
  • Recommend and prepare vehicles for auction.
  • Oversee and maintain computerized fuel dispensing system.
  • Oversee the operation and training of all new Authority vehicles and equipment.
  • Provide training and / or technical assistance
  • Manage new vehicle customization process within established timeframe.
  • Responsible for vendor management.
  • Perform other related tasks as assigned or required.

QualificationsThe following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
Preferred requirements to apply for the role of Fleet Manager are:
  • Bachelor’s degree in facilities management, engineering or business administration from an accredited college or university.
  • 5 years related experience in maintenance supervision of a large complex. Experience supervising a multi-operational and unionized workforce preferred.
  • Possess, or obtain prior to employment, a valid driver’s license. Note: license must be maintained throughout employment.
We also expect that candidates will demonstrate the following knowledge, skills, and abilities in most cases:
  • Extensive knowledge and background required with fleet maintenance, ability to find resources (vendors) to get parts needed to repair existing equipment.
  • Extensive knowledge of the safety hazards and precautions of the workplace.
  • Extensive knowledge of the principles and practices of supervision.
  • Extensive knowledge of fleet administration, including work control.
  • Considerable knowledge of relevant labor agreements and personnel policies and procedures.
  • Considerable knowledge of the principles and practices of supervision.
  • Considerable knowledge of the principles and practices of automated data base management.
  • Ability to organize thoughts and to express them in a clear and logical manner, both orally and in writing.
  • Ability to establish and maintain records and to prepare accurate reports and correspondence.

  • Some Knowledge of departmental rules, regulations, policies and procedures.
  • Ability to use and properly wear PPE as needed and required. PPE may include but is not limited to; steel toed oil resistant footwear, safety glasses, hard hats, reflective vests and fall protective devices.
