Job Summary

Responsible for the administration, management, coordination and evaluation of the West Mountain Regional Tobacco Education and Prevention Partnerships Program. Accountable for writing and managing Intergovernmental Agreements (IGAs), Memoranda of Understanding (MOU), and Contracts. Develops and fosters partnerships with community organizations in the Roaring Fork Valley in order to strategically link public health initiatives including youth prevention efforts. Also responsible for data collection, analysis, and metrics in relation to oversight of programs including grant writing and associated outcomes. 

Job Responsibilities

  • Ensures delivery of quality services by subcontractors.
  • Oversees the Colorado Department of Public Health and Environment (CDPHE) Task Order, Child Fatality Prevention System (CFPS) Statement of Work, and all activities related to compliance through program and budget reporting.
  • Builds relationships with and engages targeted stakeholders in project efforts.
  • Strategically links public health initiatives between Pitkin and neighboring counties.
  • Manages tobacco policy planning, implementation, and evaluation efforts for Pitkin and Garfield Counties.
  • Develops and fosters partnerships with Roaring Fork Valley non-profit organizations, governments, and youth-serving entities.
  • Supports the implementation of the Pitkin County Mental Health Strategic Plan.
  • Fosters positive organizational culture through exemplifying department and organizational values. 
  • Seeks opportunities for involvement within the county organization at large.
  • Engages impacted population voice in all programmatic efforts.
  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Minimum Qualifications, Knowledge and Skills

  • 3 years experience as a Supervisor or Lead in a department or function.
  • 5 years progressively responsible experience in area of expertise.
  • Bachelor's Degree preferred in a relevant field or equivalent combination of education and experience.
  • Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

Knowledge Of:

  • Professional and technical writing methods and practices. 
  • Project management principles, practices, and methods. 
  • Fiscal and budgetary management and tracking. 
  • Organizational and community planning. 
  • Administrative principles and practices to include goal setting and program budget development and implementation. 

Skill In:

  • Communicating effectively both verbally and in writing.
  • Handling multiple tasks simultaneously, under pressure, and in emergency and stressful situations.
  • Working efficiently both independently and as part of a team.
  • Organizing and prioritizing work to meet deadlines. 
  • Developing, understanding, interpreting, and communicating policies and procedures. 
  • Establishing and maintaining effective working relationships.
