A career in wastewater offers the opportunity to be involved in cleaning and renewing our world's most essential resource, water. You will have the opportunity to conduct comprehensive site inspections of commercial and industrial customers including wastewater processing, pretreatment and chemical storage, and waste handling facilities. This position will also conduct field sampling of wastewater throughout the County's service areas and at specific locations of permit users. As an Industrial Wastewater Inspector, you will assist in investigating potential emergency spills, potential pollution sources, illegal discharges, and assist in preparing written incident reports and documentation.As an Industrial Wastewater Inspector, you will work a compressed schedule of 4, 10-hour days, 6:00 am - 4:30 pm. (Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
 
Inspects EPA regulated and/or significant-discharge industrial wastewater pre-treatment facilities and other industrial facilities to evaluate physical/chemical treatment processes, treatment records, hazardous wastes manifests, and related pre-treatment functions for compliance with EPA standards;
Conducts pre-permit inspection of businesses/industries to determine category of discharge and appropriate sampling methods;
Performs manual and automatic wastewater sample collection from industrial discharges,
Pima County treatment plants, surface water runoff, rivers, and collection systems;
Analyzes wastewater laboratory and self-monitoring reports for violations;
Documents violations of discharge requirements for use by the County Attorney;
Documents chain-of-custody on samples as evidence of legal custody;
Enters confined spaces and other discharge access points to supervise installation, inspection, adjustment or service sampling equipment;
Writes concise reports-for-record detailing inspection results for use in potential civil and criminal enforcement actions;
Drafts enforcement action documents such as notice of violation, show cause, intent to suspend, and suspensions;
Prepares legal documentation of all transactions with wastewater dischargers;
Answers inquiries and provides information to the public regarding industrial wastewater discharge control requirements for EPA regulated and significant discharge businesses;
Participates in the scheduling of sampling and inspection activities;
Maintains supply levels, controls vehicle and equipment status and condition;
Chemically stabilizes samples to ensure integrity for analysis;
Analyzes field samples;
Responds to chemical spills and other wastewater conveyance system problems to perform sample analysis and problem resolution;
Trains Industrial Wastewater Inspector Trainees in procedures and techniques;
Draft industrial wastewater discharge permits;
Uses sampling, monitoring, and testing equipment, periodically inspecting, cleaning, calibrating, and performing minor repairing of this equipment.
 
KNOWLEDGE & SKILLS:
 
Knowledge of:
  • techniques of wastewater sample collection, preservation and field analysis using manual, mechanical and electronic sampling equipment;
  • safety procedures for handling and working with chemicals and toxic waste products;
  • manhole and confined space entry into hazardous environments and associated traffic control;
  • chemical reactions of waste materials;
  • government mandated standards for industrial wastewater control;
  • principles of wastewater treatment;
  • hydraulics associated with wastewater conveyance systems;
  • business English, grammar and composition;
  • legal requirements for documenting court cases.
 
Skill in:
  • using laboratory and electro/mechanical equipment to collect samples;
  • communicating effectively;
  • collecting and recording data and sample evidence for enforcement actions;
  • preparing and maintaining records used in enforcement actions and/or court evidence;
  • entering confined spaces for sample collection;
  • performing mathematical and statistical computations associated with sample size and discharges;
  • using a computer for word processing/report writing;
  • reading engineering plans/drawings.
An Associate’s degree from an accredited college or university with a major in environmental science/technology, hydrology, hydro-geology, engineering, biology, chemistry, physics, watershed/wildlife management, ecology, mathematics, public administration, public health or a closely related field as defined by the Appointing Authority at the time of recruitment.

(Relevant experience and/or education from an accredited college or university may be substituted.)


OR:

Two years of experience in a laboratory setting collecting, testing and analyzing water or wastewater samples or in operating/maintaining industrial wastewater treatment systems.

OR:

One year of experience with Pima County as an Operations and Maintenance Technician or as a Utility Maintenance Worker I.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
  1. Experience, in the last five (5) years, working with environmental regulations.
  2. Experience, in the last five (5) years, writing environmental reports, permits, or preparation of environmental permit applications.
  3. Experience, in the last five (5) years, conducting inspections of commercial or industrial facilities.
  4. Experience, in the last five (5) years, in data entry, retrieval, and evaluation/analysis.
  5. Experience, in the last five (5) years, operating water, wastewater, or industrial treatment processes or sewage conveyance systems.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. Some positions require a valid Arizona Class D driver license at time of application or prior to completion of an initial or promotional probation period. Failure to obtain/maintain the required certification/licensures shall be grounds for termination.
